GENERAL INTRODUCTION

The Ministers responsible for Public Administration in EU Members States, meeting in Rome on 3 December 2014,
provided a clear framework for the review of EUPAN, 6 years after the previous evaluation. Considering that
-
The quality of public administration strongly affects competitiveness, growth and social cohesion in Europe and
therefore the need to modernize administrative systems is a top priority across the EU;
-
Informal cooperation among EU Member States and with the European Commission in the field of public
administration is a long standing reality that can support public sector modernization in the EU;
they shared the following statements concerning the context, nature and aims of the EUPAN network:
-
Informal cooperation among EU Member States and with the European Commission taking place within EUPAN shall
be re-invigorated as a forum for sharing and creating innovative practices, also considering that public sector
modernization has gained an increased importance within key EU processes (such as the European Semester, the
programming of the European Structural Investment Funds and the Digital Agenda for Europe) and is envisioned to
meet rising expectations among citizens;
-
A shared view on the modernization of public administrations at the EU level might be helpful thus requiring a greater
political commitment by Ministers responsible for Public Administration in EU Member States.
Following the ministerial conclusions, the Directors General responsible for Public Administration in the EU and the
European Commission during their meeting on 4 December 2014
-
recognized the importance of the discussion on the future of EUPAN highlighting the need to focus on ways to
develop a shared view and improve the organization and working method of the network, the role of its partners
including the role played by the European Commission;
-
decided to set up a Task force on the future of EUPAN, consisting of the Troika countries, the European Commission
and those member states wishing to be part of it;
-
invited the Taskforce chaired by Luxembourg, to carry on a consultation among EUPAN DGs and WGs members on
challenges and solutions for the Network, to interview the European Commission and relevant stakeholders and
partners (international, EU and national), to present a first report at their Riga meeting in June 2015 and to deliver a
final Report and concrete indications for change at the DGs December meeting in 2015 in Luxembourg.
Finally, the discussions started in Rome put forward a focus on how national administrative reform processes take place
and how the European general agenda and relevant sectorial EU polices may have an impact on public sector
modernization and the urgency of citizens’ and stakeholders’ involvement for boosting democracy and growth.
The comments, questions and suggestions made in both meetings thus tackled e.a. the new challenges in the changing
and increasing needs for administrative reforms, the responses to these needs by individual member states and which
role EUPAN as an informal network can play in this respect. In this context it seems relevant to look into how the nature of
the cooperation of the network, its effectiveness, the governance, the agenda setting, the definition of the scope of the
activities and the linked goals, the functioning of the network and the types of results and deliverables all can help
supporting the member states in tackling these challenges.
GENERAL INTRODUCTION
Since the last in-depth evaluation of the network under the French Presidency in 2008, the financial and economic
context of EUPAN members has pretty much changed (e.g. financial crisis of 2008). Major developments affecting PA’s
are the high pressure to ensure efficient public services and modernise public administrations with lesser resources at the
national level. At European level, two major trends are to be mentioned. The European Semester includes the
requirement to set-up a high-quality public administration based on good governance values and on efficiency and
effectiveness. The implementation of the European Agenda 2020 needs well performing organisations in order to achieve
the agenda’s targets. All these developments lead to a growing need of Public Administrations to boost innovation and to
strengthen administrative capacity: both as an Employer and as a Service Provider. Moreover, they should be prepared to
play a more and more crucial role in catalysing innovation in the wider economy and the society. Hence, ensuring highquality services requires in future even more than today technological and organisational innovation supported by cuttingedge service delivery and HRM practices.

A Task force chaired by Luxembourg is asked to carry on a consultation among EUPAN DGs on challenges and solutions
for the Network, to interview the European Commission and relevant stakeholders and partners (international, EU and
national), to present a first report at their Riga meeting in June 2015 and to deliver a final Report and concrete indications
for change at the DGs December meeting in 2015 in Luxembourg. An overview of the roadmap is presented below.

The e-questionnaire, once submitted, cannot be
