• Hold a current business license with the City of East Palo Alto if EPA based
• Program must be located in and/or demonstrate services to EPA residents
• Program must not have any outstanding grants with the City of EPA
• Proposed program must support the Fund's priority strategic focus
AVAILABLE FUNDING
TRANSIENT OCCUPANCY TAX (TOT)
• Initiated in 1998
• Funded by the Four Seasons Hotel Tax
• No sunset
• FY2014-2015
1. $150,000 Pot
2. $16,000 Individual Grant Max
3. Purpose: The TOT tax provides a dedicated revenue stream for
children, youth and family services, including senior citizens (CYFS),
with an emphasis on quality summer programming.
FUNDING GUIDELINES
POLICY STATEMENT
• City of East Palo Alto grant funds are flexible and can support a wide array of
program costs that are in line with the proposed program. Realistic budgets
that adequately account for true costs and the aspects of service that are
key to program quality should be encouraged.
FUNDING GUIDELINES CONT…
GENERAL GUIDELINES/PRIORITIES:
•The focus of grant requests must be on direct service to target populations
•Administrative fees cannot exceed 15% of the budget request
•Capital items (real or rental) must be for the primary and direct use by target populations
•Property rental must provide space directly needed for programs funded by the grant
•Food costs must be directly related to the direct service to target populations
•All expenditures must be supported with properly documentation such as receipts and invoices
•Applications and proposals must be complete and received on time

•Depreciation on buildings or equipment
•Maintenance, utilities, or facility improvements
•International travel

results because they are using proven strategies to serve our community.
CAPACITY BUILDING: Programs that demonstrate an understanding of the obstacles that
inhibit people from realizing their developmental goals while enhancing the abilities
that will allow them to achieve measurable and sustainable results.
MATCHING FUNDS: Programs that show in-kind contributions and/or matching funds.
INNOVATION: Programs that approach our community’s most challenging problems in
areas such as education, the environment, poverty, health and wellness, and social
justice.
