Special Provisions for
Access Control – New
Hires

Overview
This provision is intended to limit the
risk presented by an individual who
has not undergone a full security
threat assessment and has not been
issued a TWIC, while balancing the
need to enable individuals to begin
work as soon as possible.
Who does this apply to?
-
Direct employees of a facility
This does NOT include
Longshoremen, Truck Drivers,
Contractors, Vendors, and other
Visitors.

Accompanied Access
A new hire who has not yet received a
TWIC may be granted accompanied
facility access for up to 30
consecutive calendar days, and may
be extended for an additional 30 days
by the cognizant COTP if TSA has
not yet issued the new hire’s TWIC,
provided all of the following steps are
completed…
1. The individual has applied for a TWIC
in accordance with 49 CFR 1572, and
the owner/operator has the individual
sign a statement affirming this.
2. The individual can present another
form of ID that meets requirements of
33 CFR 101.515 (i.e.. Photo ID
verified issued by employer).
3. There are no circumstances that would
cause reasonable suspicion
regarding the individuals ability to
obtain a TWIC (i.e. Known criminal
history).
4. This section may NOT be used to grant
accompanied access to individuals
being hired as Facility Security
Officers (FSO).
5. The FSO must submit the new hire’s
personal data and employer contact
information into Coast Guard’s
Homeport. Items requested include
the following:
- Full legal name
- Date of Birth
- Social Security number
- Employer name and
24 hour contact number
- TWIC date of enrollment
Provisions For Accompaniment of
New Hires
1. No more than 25% of a facility’s
employees may have access under
this provision at one time.
2. All measures for access control and
monitoring from the security plan
must be followed.
3. No more than 25% of employees in
each work unit may be new hires.
4. This provision is only available to new
hires who are assigned to work units of
no more than 25 employees.
5. The new hire may be considered
accompanied if provisions 1 & 2 are met
and are in a work unit of no more than 25
people.
