Main policy elements
Infrastructure: defining networks, prioritising
projects and mobilising financing
Administrative procedures: On average, 40% of
total transportation time is lost at the borders
Road safety: Mortality due to road traffic injuries is
considerably higher in most neighbouring countries
Gradual market opening: Removal of restrictions in
exchange for standards that guarantee the quality
services and a level playing field

Conclusions
