PEIMS & Accountability … Where?
— Subgroup Data
— Special Program Data
— Enrollment
— Attendance
— Completion Rate (grades 9-12)
— Annual and Cohort Dropout Rates
— Student and Class Information
— Staff Information
— Data Quality
— Financial Data
— More…
State Accountability
—Ratings based on:
• TAKS %’s
• Completion Rate I and II (9-12)
• Annual Dropout Rate (7-8)
Value Added:
• Gold Performance Acknowledgments
— Data disaggregated based on All Students, Ethnicity &
Economically Disadvantaged
AYP
• AYP
— Ratings based on
• Met performance standard on State Assessments
• Met participation rate for State Assessments
• Graduation Rate (schools offering grade 12)
• Attendance Rate (for elementary schools)
— Data disaggregated based on All Students, Ethnicity,
Economically Disadvantaged, Special Education &
Limited English Proficient students.
PBM Connection
PBM - 4 Program Areas
—Bilingual Education: 9 Indicators
—Career & Technical (CTE): 10 Indicators
—NCLB Title Programs: 8 Indicators
—Special Education: 18 Indicators
DVM Connection
DATA INTEGRITY INDICATORS
— Leavers
• Are leavers coded in accordance with Appendix D of Data
Standards?
— Discipline
• Are discipline infractions coded based on PEIMS Data Standards
and Chapter 37 requirements?
— Student Assessment Inconsistencies
• How does your attendance accounting and PEIMS coding match
up to the absences and # of test takers – “A”?
• How does your PEIMS coding of CTE and LEP students match up
to the test answer documents?
DVM Connection
• Leaver
DVM Connection
• Discipline DVM
DVM Connections
• Student Assessment
SSCO Connection
SSCO Connection
The Connections
• Data Elements collected through the PEIMS
are used throughout Accountability systems to
monitor and evaluate districts
• Timelines
– Accountability reporting is “after the fact.” PEIMS
reporting errors cannot be changed.
– Some indicators are based on prior year(s). May
be impacted for 2 Accountability cycles before
errors are identified and corrected.
• Know the PEIMS Due Dates
The Connections
• Consequences of PID errors:
– Longitudinal Studies are difficult to analyze with
the existence of PID errors.
– Impact on Graduation Rates, Completion Rates
– Underreported/Over reported Leavers
– Duplicate Students
• Data accuracy is CRITICAL:
– Many financial, accountability, and other decisions
are made based on data, so data must be
ACCURATE
– Since the various evaluation systems are shifting
to reliance on data rather than on-site visits, the
data that feeds into the system must be RELIABLE
PEIMS Data Quality
• Key Factors to Improving Data Quality:
– Knowledge and Training
• Know the PEIMS requirements, guidelines, resources
(PEIMS Website, Data Standards, SAAH, FAR guide, etc)
• Know the PBM Indicators (PBM Website, PBMAS Manual,
Data Validation Manuals, AYP Manual, Accountability
Manual, etc)
– Planning
• Written Procedures, Timelines, Policies, Job Descriptions,
Responsibilities
– Data Verification
• School Management System Reports, EDIT+ Reports
PEIMS Data Quality
Key Factors to Improving Data Quality:
• Training
– Qualified Personnel
– Who is responsible for
training
– Who attends training and
how often
• Train the trainer
– Making commitment to
training
• Written Procedures
– Information Flows
• Identify Source Documents
– Timelines
– Checklists
– Levels of Verification
• Designated Personnel
• Job Descriptions
– Define final approval process
– Document Retention
PEIMS Data Quality
• Responsibilities:
– Who owns the data?
– Who enters the data?
– Who verifies the data and at what point?
•
•
•
•
•
Establish periodic reviews of data
Data entry – responsible for entering data only
Special program directors responsible for content
Principals responsible for reasonableness and accuracy
PEIMS coordinators responsible for submitting data –
check for reasonableness
• Superintendent final responsibility
