Scrap Tire Facility
“A facility that processes, conducts energy recovery,
or recycles used or scrap tires or tires pieces.”
Definition: Processing - The extraction of materials from
or the transfer, volume reduction, conversion to energy or
separation and preparation of solid waste for reuse or
disposal.
• Processors can store no more than 500 on the ground or
no more than 2000 in Trailers – or must obtain storage
site authorization
• Energy Recovery
• Uses whole scrap tires or tire pieces for alternative fuel
source

• Can be considered for 30-day supply authorization

Tire Storage Facility
“A facility that stores more than 500 used or scrap tires or tire pieces on the
ground or more than 2,000 used or scrap tires or tire pieces in enclosed,
lockable containers.”

Manifest System Requirements
• Transporter shall complete the information on the manifest pertaining
to the transporter name, registration number, driver’s license
number, and the state where the license was issued.
• The transporter shall record the number and location of all whole
used or scrap tires removed from the load and delivered.
• Transporter shall maintain a manifest record of each individual
collection and delivery.
• If the transporter removed, for beneficial reuse, tires from an
individually manifested load, the transporter shall make note of this
on the manifest.
• A generator shall obtain the completed manifest within 60 days after
the scrap tires or tires pieces have been transported off-site by the
transporter.
• The generator shall notify the TCEQ if a transporter or end use
facility fails to complete the manifest, alters information on the
manifest, or fails to return the manifest three months after the off-site
transportation of the used or scrap tires or tire pieces.
