Romania-Bulgaria Cross-Border Cooperation Operational Programme 2007-2013 Technical Meeting&Joint Approval Committee, Bucharest, 2-3 April 2007 Multi-annual Evaluation Plan Role of the Multi-annual Evaluation Plan Sets out an evaluation strategy for the Romania – Bulgaria OP implementation period Represents a management tool for the implementation of the programme Its nature is indicative The Multi-Annual Evaluation Plan is a forward-looking document, identifying in advance evaluations that we intend to carry out in the future years. The effective management of the evaluation process will be organized around a more specific and detailed Annual Evaluation Plan both of them will have to be approved by the Monitoring Committee Flow of Annual Evaluation Plan activities 1. Eval. Unit prepares draft Annual Evaluation Plan (endFebruary) 5. Progress Report (Autumn MC meeting) 2. Consultation on draft Plan 4. MC approves Plan 3. Submission of Plan to Spring Monitoring Committee meeting Evaluation Steering Committee Role • to convene for each evaluation exercise • to oversee the implementation of the Evaluation Plans Core membership • The Head of the OP Managing Authority (or his or her designate); • The OP Managing Authority Evaluation Unit; • A representative from DG Regio • A representative of the MACSF Evaluation Central Unit; • A representative of the National Authority from Bulgaria Indicative Evaluation Activities Interim evaluations • The OP will be subject to two interim evaluations: • one in late 2008 –2009 – which will focus primarily on the roll-out of the OP to end 2008, examining issues surrounding the system functioning • and one in 2012 - examining the implementation of the OP, of a broader nature, against the traditional evaluation criteria of effectiveness, efficiency, relevance, impact and sustainability These evaluations will be commissioned to external experts Indicative Evaluation Activities Ad hoc evaluations • Individual Priority Axis or Key Areas of interventions shall be subjected to ad-hoc evaluation • Ad hoc evaluations will be triggered in case a priority axis or key area of intervention is over 20 % below target • Cannot be anticipated at this stage • They will either be carried out by external experts or the MA Evaluation Unit.
