National QMED

General:

46 CFR 12.501 Sea Service requirements remain the same

4 of the 8 QMED ratings have been combined: Pumpman/Machinist, & Electrician/Refrigerator Engineer.

The USCG will no longer issue “original” Deck Engineer Mechanic and Engineman.

Mariners who hold the single ratings that are now combined, or hold a Deck Engineer or Engineman will be able to renew as is.

QMED Oiler M/V will no longer be issued-- and all who hold will all convert to “QMED Oiler” at next renewal. Transitional Provisions :

If service started ON AND AFTER March 24, 2014 the mariner can only qualify for combined ratings and cannot qualify for Deck Eng Mechanic or Engineman.

Still waiting to hear back regarding mariners who started their service BEFORE March 24, 2014.

QMED – Checklist (MMS)

NEW

After March 24, 2014 The Coast Guard WILL NO LONGER ISSUE original “Any Unlicensed rating in the Engine Room (AULRIED).” 46 CFR 12.201 states that will now only issue the ratings that they qualify for. Coast Guard will renew AULRIED as is, but will no longer issue original. Mariner holds 3 rd A/E Steam & Motor AHP, NO QMED ratings. The MMC should be drafted as: http://www.themaritimecenter.com/

Minor Changes for right now.

There is a new NVIC, but mariners will not need to complete assessments until January 1, 2017.

Still must first qualify for RFPEW.

Sea Service still 180 days.

There is a new NVIC due to minor changes to the practical assessments that will cancel the old one, NVIC 01-06. Still needs Basic Training (BT).

Until January 1, 2017 mariners may use some or all of the former assessments to meet requirements. (If the NVIC is published before then) http://www.themaritimecenter.com/
