Gifted and Talented Education GATE Stone Lake Elementary School February 4, 2015 California GATE History • 1961-Mentally Gifted Minor: 98th percentile on standardized intellectual test • 1980-GATE was established (AB 1040):Districts can set own criteria, but criteria should include giftedness in the following areas: academic, visual and performing arts, leadership, and creativity Recent History of GATE in EGUSD • GATE has taken many different forms through the years • Financial downturn’s affect on GATE • Districts have leeway on how to spend funds Office of Civil Rights (OCR) Background 2011 OCR Review • Initiated to determine whether EGUSD provided African American students equal educational opportunities to participate in: *College and Career Ready Programs *GATE *AP/Honors Courses 2014 OCR Findings EGUSD policies/procedures for identifying GATE students and for enrolling students into middle and high school Honors/AP courses have an unlawful, disparate impact on African American students. *OCR did state it was not intentional and was not done so on the basis of race Agreement with OCR • “Implement and monitor processes and practices to increase the diversity of students identified as GATE and/or enrolled in middle school honors classes and in high school honors and AP classes.” What do the Numbers Say?
