USPS Requirement
The Post Office has implemented mandatory barcoding of commercial
parcels.
Beginning January 25, 2015 every USPS package will be required to
have the IMpb (Intelligent Mail Parcel barcode) label applied and
electronically upload information to the USPS or pay higher retail
prices for all parcels.
Parcels that do not display an approved barcode risk return and/or
delivery delays, as well as increased postage rates in some instances.
The new parcel rule from the USPS applies to padded or large
envelopes that are coming from your department.
Some things to remember when preparing envelopes:
*Envelopes Larger than 12”x15” is a parcel
*13 ounces or over is a parcel
*¾ inch and over thickness is a parcel
*In a box or an envelope that is not flexible or with “do
not bend” is a parcel
What is a Commercial Parcel?
The U.S. Postal Service now requires mailers to affix
an IMpb-compliant package tracking barcode to all
commercial parcels. Commercial parcels include
parcels, packages, and Priority Mail Express or
Priority Mail pieces of any shape, size, or price
category, including flat-rate boxes and envelopes that
claim the discounted postage rate.


How it works
EMS WebView is a browser-based solution that may be used to select shipping and mailing options from the desktop by
users within an enterprise.
EMS WebView prints a “Request To Send” form (RTS) from the user’s desktop printer.
At the same time, an electronic record of the user’s selections is recorded in the EMS SQL 2005 Express database located
in Campus Mail Center.
When the item arrives in the Campus Mail Center the EMS operator scans the bar coded RTS form and all of the user’s
original selections populate the EMS screen.
These selections can include:
• Ship To Address: Created, Validated (option) or selected from EMS Address Book
• Selected Carrier and Service
• Selected Accounts for chargeback
• Additional Notes or Comments
The system may also be configured by the Administrator to send an email to the mail or shipping center each time an
RTS is recorded.
POP UP BLOCKER
You will probably need to put an exception
in your pop up blocker for the website. You
should do this before trying to print the
RTS Form.
In Internet Explorer go to
Settings/Privacy/Pop-up

RTS Page
This is the first page you will see after
logging in.
Each section of the screen must be
filled out.
Each section of the RTS (Request to
Send) and WebView is examined
separately on the following slides.

RTS Page – Shipment Information
The first section of the RTS page
allows the user to select ship date.
The shipment type defaults to
Package.
The user may enter the estimated
weight of the item but it is not
necessary since the actual weight
will be entered when postage is
applied at Campus Mail Services.

RTS Page – Address Selection
The User may select an address
from the EMS Address Book. I find
ZIP Code is the easiest search by
field.
If the address does not exist, the
User may create and validate a new
address.

The EMS WebView user can add a
new address by selecting the ADD
NEW tab at the top of the RTS Page.
This gives the WebView desktop
user access to create an address,
validate an address, add attention
names or setup email notification.
Fields in yellow are required. Once
the address is entered click on the
green VALIDATE button.

Once the address is
entered and validated you
are ready to select the
class of mail.
RTS Page – Carrier Selection
The user may select the desired Carrier
and Service. This is a required section.
If USPS Priority Mail (and some other
USPS classes) is chosen then the user will
have a choice to select Extra Services for
Certified and Return Receipt.
If a weight is entered and an address
selected, the user may select the Best
Way button and display the EMS Best
Way calendar.

If the user selects the Best Way button
the system will display the EMS Best Way
calendar.
*University of Idaho UPS rates are not yet
in the system. The rates shown are retail
rates.
The user may click on the desired service to select it
(to exit the screen you must select a service).
If WebView is configured to NOT show
rates, there will be no rates displayed on
the calendar or the RTS
page.
Please note that FEDEX shipping services
are not available through Campus Mail.
RTS Page – Account Selection
Budget Number is required.
The user must select the
budget number to which he
wants to charge back the cost
of shipping or mailing the
item.
Click on Search Accounts,
enter your budget number and
enter.
The budget number populates
with the department name.
The user may only select from
the list of valid budget
numbers. If your budget
number is not listed you will
need to contact Campus Mail
Services so we can validate
the budget number and add it
to our mail accounting system.
RTS Page – Shipping Notes
The user may add notes or special
instructions to the Request To Send
(RTS) document.
These notes will be printed on the RTS
form and will also appear on the EMS
screen when the RTS barcode is
scanned by the CMS employee.
***If you do not see the service you
desire please type in the Notes section
the class of service requested or “Best
Way” (with info like cheapest, fastest,
need it there by___etc.) for CMS to rate
shop between USPS and UPS for
you.***
If you choose UPS as your shipping
method please enter your email address
in the Notes section. You will receive an
email directly from UPS with the
tracking information.
The user may check the “Clear Form
After Submission” check box to
completely clear the form after printing.
RTS Page –SUBMIT
The Submit button will
print out the RTS form on
the user’s printer and send
the electronic request to
the EMS database.
The RTS form will be in a
popup window. You may
need to make an exception
in your web browser for
the form to display and
print. See page four.

Attach the Request To Send (RTS) form
securely to the package before placing
the package in your Campus Mail pick up
location. (a single piece of invisible tape
at one or two sides so we can remove the
form please)
When the item arrives in Campus Mail at
the EMS system, the CMS employee
scans the bar coded RTS form.
All of the user’s original selections
populate the EMS screen. These
selections can include:
• Ship To address
• Selected Carrier and Service
• Selected Account for chargeback
• Shipping notes
Tracking and Inquiry
To track packages, reprint RTS forms,
find the cost of shipping (after CMS
processes) please go to the Tracking
and Inquiry tab.
If you print a “practice” RTS
form please make sure to
email
[email protected]
with the RTS number so we
can delete it from the daily
SHIPPING LIST.
