Older Person’s Housing in Blackburn and Darwen Sayyed Osman Director of Neighbourhoods, Housing and Customer Services The Strategic Aims • To develop new extra care housing places which reflect relevant strategies and needs • Provide independent housing with support and long term care • Improve choice and contribute to a range of solutions -unnecessary hospital admissions ,delad transferred of care from hospitals • To improve existing, effective local partnerships NHS, the Borough Council, care providers and registered Social Landlords • To make better use of existing sheltered housing Blackburn with Darwen Problems and Issues • Growing population of older people, over 40% of the population will be over 50 by 2021 • Large BME population • Level of disability high, 10,000 people over the age of 60 with a disability • Research showed 1 in 2 residential care placements could have been through extra care if it was available • Over reliance of institutional models of care in the past • Property values for terraced houses are amongst the lowest in the North West, affordability problems, although levels of home ownership is quite high Blackburn with Darwen Problems and Issues – Continued… • Limited shared ownership properties within the borough • Still large amount of sheltered accommodation which varies in popularity • Gaps in provision for floating support and support services • Under provision of extra care places, it is estimated we need an additional 150 places over the next 5 years, increasing to 500 by 2015 • New market segment of Learning Difficulty elders, North West Supported Housing strategy for projections Priorities • Develop the use of Assistive Technology • Research for BEM groups • Continue to develop service improvements and explore future opportunities • Investigate shared ownership, equity release and other financial schemes • Develop affordable housing across tenures to meet identified housing need and ensure neighbourhood sustainability • Provide choice in allocation of homes • Improve joint working and partnerships between Housing, Social Services and Health • Develop enhanced partnership working with Housing Associations
