• To identify a clear purpose and establish training needs.
• To establish that counseling services are essential and counselors
are not merely support staff.
• To help students learn skills that will help students reach their
educational , career and developmental goals.

Educational Development
• Schools must create a climate whereby all children can succeed.
• Counselors contribute to this goal by providing services that will
enhance the success of each child.
• Counselors use guided activities to help students reach goals.
• Counselor’s use the team approach to monitor student progress
and assist in developing student strengths.

Career Development
• Counselors and Teachers guide students to develop realistic
goals for careers.
• Counselors provide students with information about career
opportunities, assess student interests and abilities, and encourage
exploration.
• Counselors can provide testing that will help students refine their
career interests.

Personal and Social Development
• Counseling programs need to facilitate the personal and social
development of students.
• Counselors help students with identity and self-esteem issues.
• Counselors are on the front line to help students with social
concerns such as teen suicide and pregnancy, depression,
substance abuse and STD’s.
• Counselors modify their programs to fit the developmental needs
of the age group with which they are working.

student self-expression (Elementary).
• Career exploration materials and self-development resources
(Middle School).
• Career choice materials, college prep. materials, teen social and
health education materials (High School).

Budget
• Counselors should be involved in the budgeting and material
acquisition process.
• Many counselors use their creativity and own funds to supply
materials as school counseling budgets are often inadequate.
• Counselors share resources such as commercially produced kits,
tests, films games, etc., to help defray costs.
• Federal and State resources such as grants are also utilized.

Personnel
• Counselors: Should have the counselor to student ratio
recommended by professional associations and accrediting
organizations.
• Clerical Assistants: Should have enough to handle paperwork
burden and data entry duties.
• Paraprofessionals: Have some training in the human services
and can be used to assist counselors.
• Volunteers: Can be used for one-to-one tutoring, guidance
assistants, and clerical assistants.
