The Role of Data in a Maintenance Plan

A Maintenance Plan can be:







Re-active
Pro-active
Periodic – Time or Mileage
Condition Based
Corrective
Preventative
Predictive

The Role of Data in a Maintenance Plan

Regardless any type of Maintenance Plan will
need data to accurately track:






Costs
Types of repairs
Who is repairing your cars
What location are repairs are being done
What components are being replaced and with
what
Are your components being replaced with new or
reconditioned materials




What are the frequency of repairs
Are you seeing repeating repairs on your cars
When were certain components last replaced
How many miles do you currently have on certain
components
Source of information for metrics
Source of information for budgeting

Sources of Data

Main sources of maintenance data

Car Repair Billing (CRB)

AAR Repairs from Railinc via Data Exchange (DX)






May 22,2008
CRB Redesign changed 160 byte to 500 byte format
Most railroads report via DX
Some contract shops have started using DX
AAR Pricing is enforced to pass through DX (however
manual pricing is allowed, if indicated)
Minimize data entry of repairs
Be used for paperless CRB and rebuttal billing

May 22,2008
Use AAR 500 byte format
Use all AAR Field Manual reporting requirements
Will use contract rate for labor, which is less than AAR
Will use material charges which will usually be cost plus
markup
Can provide “detail” lines in electronic format
Shops may have internal systems, use outside vendors or
utilize Railinc’s On-Line BRC

Sources of Data

Main sources of maintenance data

Railroad Mileage Data



Reported through Car Hire Data Exchange (Railinc)
Reported through Car Hire Reports monthly from
railroads
Monthly reporting is by:




May 22,2008
Reporting Road
Car initial/number
Loaded and Empty miles
Date/time data is also available in the Car Hire Reports,
however, that is not really valuable for maintenance data

Data in a Maintenance Plan

Important to have the different data types
relate to each other

Repair Data


To determine the who, where, frequency of repairs
Mileage Data



May 22,2008
To determine the life of components
Metric of Cost per Mile
Use in predictive planning

Data in a Maintenance Plan





Data is the way you know what is happening
to your cars
Without it you cannot know results
You cannot make decisions
You cannot budget or plan
Data is the key to managing any
maintenance plan


What is EHMS?




Equipment Health Management System
Developed by Railinc to support ATSI
Facilitates the timely communication of specific
detector data and Car Repair History (CRH) to the
industry
Converts detector data into meaningful
information that allows users to make decisions
on the maintenance of their cars


What is EHMS?




Announced in the AAR Circular Letter c-9907,
dated 8/26/04
Originally EHMS alerts were generated through
the EW/MA system
Users pay for this system through the Technical
Services User Fee, currently $.05 per car
Now on web at http://ehms.railinc.com or through
the Railinc Single Sign On (SSO)

EHMS

What can you do in EHMS?




Allows car owners, mark owners to designate the
maintenance responsible party (MRP) to receive
the daily InteRRIS emails
Report repair events along with ABT
Ability to query to determine the current alert
status of equipment
Allows for immediate notification of alert openings
or closing events via web services

EHMS – Search for information

Within the EHMS web system there are 3
equipment queries



“Data Query” contains the most information for the
user on a car, or group of cars
“Equipment Status Query” displays the railcars
queried that have open “alerts”
“Latest ABT Query” allows the user to search for
the current ABT dates in Umler/EMIS

EHMS – Reporting Repairs




Repairs reported through EHMS will clear alerts for
other components at same location on car
Reporting a wheel set replacement will automatically
generate the repair for the mate wheel and axle and
clear ABD alerts for bearings
Currently for THD/ABD only AAR Condemnable is
supported
To close THD alert required to report an inspection
rather than a repair

EHMS – Reporting Repairs

Mandatory information for car repair:







Car initial and number
Who made repair
Job code
Why made code
Inspection code (in lieu of JC/WM)
SPLC



For Truck Repair/Inspection:


Axle
Side
Location of the truck repaired
Optional:



Rule 94 in AAR Office Manual for Equipment
Health Management System Rules



Umler mark owner must register in EHMS if alerts are to
be sent to another party
Alerts to Maintenance Responsible Party (MRP)
4 Levels of Maintenance Advisories:




May 22,2008
1st Alert – Window of Opportunity
2nd Alert – Opportunistic Repairs
3rd Alert – AAR Condemning
4th Alert – Exceeds final alert (140 kips or higher)

Item 7:




May 22,2008
Failure to report wheel replacement could result in
cancellation of initial repair bill.
If same wheel set is replaced for high impact with 12 months
of first wheel set and the initial repair was not reported to
EHMS, the car owner is entitled to repayment of the first wheel
change.
Car owner will file CBA – 1st BRC and 2nd BRC and proof that
EHMS was not updated.
Recovery of labor and material plus additional labor charges
such as jacking, etc.

EHMS






EHMS can be a useful tool in your
Maintenance Plan
You pay for it, might as well utilize it
Be sure all repair data is entered
Monitor your repairs and compare windows
If errors are found, take corrective action
EHMS is the source of Technology Driven
Inspection data
