3. DEWA: History and Salient Features
•Formed on 1st January, 1992, by a decree issued by His Highness Sheikh Maktoum bin Rashid Al
Maktoum.
• Aim to merge Dubai Electricity Company and the Dubai Water Department that had been operating
independently for several years from their inception in 1959. Both these organizations were established
through the foresight and initiative of His Highness Sheikh Rashid bin Saeed Al Maktoum, the late Ruler
of Dubai, as government supported bodies with the objective of making available to the people of Dubai
an adequate and reliable supply of electricity and water.
• Today, DEWA is an inspiring success story known for its efficiency and reliability in every facet of its
operations. Constant planning and forecasting to meet the growing demands of the customer has always
been DEWA's well entrenched philosophy. Owing to this policy, the Authority has come a long way in
serving the customers and thereby making its own contributions to the economic growth of Dubai.
• Today DEWA employs a workforce of about 6000 employees who constantly endeavour to see that both
the quantity and quality of services provided are of the highest standards in consistency and reliability.
The expansion and success story continues in order to meet the
ever growing demand for electricity and water.
3. DEWA: History and Salient Features

DEWA is the pioneer in the field of Water Desalination, Network Distribution and other innovations

Efforts towards introduction of New Technologies and Products in the Emirate of Dubai and the
United Arab Emirates as a whole, as well as other Gulf Countries.

DEWA's procurement alone amounts to about US$ 1 to 2 Billion per annum.

In its quest to improve quality in the field of Power & Water DEWA constantly seeks Global partners



5. DEWA: Procurement Areas and Procedures
A BRIEF DESCRIPTION OF DEWA'S PROCUREMENT PROCEDURES

DEWA procures Power, Electrical, Water and environment related materials /
equipment / services / Consultancy through Global tenders called Open Tenders.

These open tenders are advertised in local newspapers, in M E E D, UK and also
displayed in DEWA website,i.e., www.dewa.gov.ae.

The purchase of tender may be made either locally or downloaded from our official
website by using credit card.

Tender opening results i.e. prices quoted by different bidders are posted in our Web
site on the same day / next day of Tender Opening. These tender opening results
reveals market prices of Particular products / services of different suppliers /
Contractors.
DEWA procurement process is open, fair and equitable.
6. DEWA: Criteria for Participation
The following criteria should be fulfilled for participating in the tenders:

Any bonafide manufacturer/supplier/firm/company can procure the Tender
documents from our Head Office in Dubai or download the electronic form of
it from our website after making due online payment of Tender Document
fee.

It is important to note that while submitting their Tender, the Tenderers must
submit the names of their local partner/sponsor along with a photocopy of
their current Dubai Trade License.

A Tender has to be submitted in specific Tender Document(s) which has to
be procured beforehand from the cash counter of DEWA Head Office, Dubai,
by paying a Tender document fee (nonrefundable) or in self printed Tender
Document(s), which is/are printout of the downloaded Tender Document file
for that particular Tender.
•
The amount of Tender Document fee can be found in the corresponding
advertisement, which is published in daily news papers or in DEWA webite.
•
Tender documents are normally available at the Cash counters on the same
day on which the corresponding advertisement appears in the local daily
newspapers.
6. DEWA: Criteria for Participation
PRE QUALIFICATION / PRODUCT REGISTRATION:
The following documents are required directly to do business with DEWA .
• Commercial name, mailing address, P.O.Box , Telephone and fax numbers.
• Legal status and License issued by the competent body including Dubai Trade License from Economic
department for Particular services and approvals from Dubai Municipality ( if applicable ).
• Name of Person or Persons who are authorized to contract and specimen of the signatures.
• Kind of materials, works and services dealt with. Catalogues / brochures are to be attached.
• Name of exclusive dealership entrusted and officially registered at the competent bodies.
• Previous supply / experience in execution of works , including end user contact person’s name,
Telephone, Fax details, size , Type of Contracts with them. Preference to be given to submittals for
similar climatic conditions and Government authorities references.
• Past three years financial statements audited by external auditors.
• International valid Test certificates of products / services.
• The memorandum of association , any proof that the company is shared by one or more UAE nationals
with a ratio of not less than 51% of the capital and the value of the capital.
• The Company shall not be deprived from participating in tenders .
• The Company shall not have relative of first degree among contracting department officials.
7. DEWA: Tendering Procedures
INTRODUCTION
Purchases / Contracts / Consultancy services are established in the light of the
following:-

The actual need for supplying the materials or providing services and
to meet rapid growth of Dubai.

System Stability & reliability improvement requirements

The feasibility studies of the new project.

Availability of the funds in the Budget.
7. DEWA: Tendering Procedures
GENERAL CONDITIONS OF TENDERS:

Tenders shall be submitted in a sealed cover and strictly within the closing date & time
mentioned in the tender.

Tender prices are to be in local UAE currency or in foreign currency. Avoid rubbing and
erasing in the Bill of Quantities, prices and value of tender must be observed.

The submitted prices are considered as final. It is not allowed to be revoked because of
fluctuations in prices, currencies, taxes, charges, levies etc., and the prices must remain firm
until completion of delivery of the items or completion of works & defects liability period.

The tenderer is allowed to submit the alternative offer for DEWA’s review and evaluation.

All the offers shall be valid for 120 days from the closing dates.

The tender shall be accompanied with a Tender Bond for 5% value of the highest offer
submitted by the bidder.

Deviation (if any) from DEWA’s tender specifications shall be clearly mentioned in the
attached deviation schedule.

The tenderer shall quote the prices including Customs Duty.

The tenderer shall fill up all the schedules, such as Schedule of components ,Past supply/
experience , price breakups, deviation, plant , equipment , Manpower schedules, etc.,

The successful tenderer shall submit Performance Bond 10% value of the contract, normally
within 15 days from the date of award of contract.
7. DEWA: Tendering Procedures
INSTRUCTIONS FOR SUBMISSION

Completed Tender (Master Tender Document and duplicate copies), enclosed in
a plain cover and red wax-sealed, clearly marked with the Tender ID number and
description, should be addressed to The Chairman, Board of Directors, Dubai
Electricity and Water Authority and delivered into the designated Tender Opening
Room of the Authority's Head Office near Wafi Shopping Mall in Zabeel East,
Dubai. The closing time for receipt of completed Tender is 11:00 a.m. of the
Tender closing date Box.

With the Tender document the following must be enclosed:
–
Original Tender Bond as per specimen form given in the Tender document. It
is to be noted that the Tender Bond should be for an amount not less than
5% of the Total Tender price in the form of an unconditional and irrevocable
Bank Guarantee issues from a leading Bank in Dubai in favour of DEWA and
valid up to 150 calendar days calculated from the last date fixed for receipt
of tenders.

Duplicate Tender document Purchase receipt or Printout of electronic
payment receipt in case of downloaded Tender Documents.

Copy of Local Partner’s/Sponsor's current Dubai Trade License.
