Energy Services Directive (ESD): Overall Aim:
- to enhance the cost-effective improvement of energy enduse efficiency.
- create a clear system for managing energy demand, and
promotion of the production of renewable energy
- the purpose of this directive is to enhance the costeffective improvement of energy end-use efficiency in the
member states.
- to remove existing market barriers and imperfections
- to create the necessary conditions for development and
promotion of a market for energy services and for the
delivery of other energy efficiency improvement measures
to final consumers

Directive 2006/32/EC of the European Parliament and of the
Council on Energy End-Use Efficiency and Energy Services,
adopted April 2006
The transposition date for all member states was 17 may 2008.
The directive sets a non binding target of 9% energy efficiency
for each member state, to be reached in 2016.
This directive applies in general to: providers of energy efficiency
improvement measures, energy distributors, distribution system
operators and retail energy sales companies, final customers, the
public sector and armed forces.
NEEAPS (National Energy Efficient Action Plans) have to be
submitted to the EU commission mid 2007, 2011 and 2014
Concerted Action ESD
An activity that is planned, agreed upon, arranged, and
carried out by parties acting together with the shared
intent to pursue some scheme or cause.

The role of the Public Sector
• MS design mainly (21 MS) programs for their own buildings
that are stricter than for other sectors: set the example.
• The public what? There is no definition!
• Sixteen MS are work with green, or sustainable
procurement. (Energy Star is seen as a good example on
introducing public procurement): The necessity of good
description of products groups and necessary
communication and training

• Simplified, Article 13 requires MS to have
individual meters installed
Could be smart meter, but how about privacy?

• After legislation, financial instruments are the
most used tools for most target groups in the
EU27
• This theme divides financing into two categories:
Fiscal instruments
Funds and funding mechanisms.
Nine countries consider extra financial measures
to comply with the ESD.
