6 Major Issues:
1. Improve IGR (co-ordination between District and Local Municipalities
and sectors and municipalities, the IDF)
2. Ngoyama Land issue and Provision of services to support Housing
development (for water and electricity)
3. Improvement required in the reporting of the municipal infrastructure
backlogs by emphasizing quantity and place where they exist.
Need to list strong proposals for catalytic projects or projects that have
the greatest impact in the eradication of backlogs and sustaining the
infrastructure
4. Correlation between project lists and MTEF budget process
Indicate the targets to be achieved in the eradication of backlog categories,
per annum through planned/scheduled project implementation. Harness
and co-ordinate various funding streams
5. Operations and Maintenance (O&M)
Attention to O&M must be budgetted for with a project list
6. Technical Capacity
Fill vacancies, mentorship and training. Harness municipal support
structures in a coordinated manner

Several observations were made in the assessment round
1.
Sufficient guidance has been given in the KZN IDP
FRAMEWORK Guide to give an adequate account of
what is expected in the IDP. This forms the basis of the
IDP Assessment Criteria. Follow these diligently

Sector departments must appraise the “Assessment
criteria “ for their sector so they can become involved
in supporting the improvement of the IDP

In assessing the IDP’s generally the following High
Level points seem to run throughout all IDPs which
must be addressed if lacking
HIGH LEVEL POINTS:
INFRASTRUCTURE
1. Lack of indication of the level of services and
backlogs (water, sanitation, energy, solid waste
management, electricity, roads and storm water,
community facilities) that must be quantified and
identified by places (at the he existing settlements,
nodes, towns and corridors)
2. Water Sanitation provisions as well as electricity
and sector involvement for the proposed housing/
human settlement plans.
3. Funds and Project list in the eradication of
backlogs and addressing the lists of challenges
were noted.
4. Sector Plans and plans that are under review or
in draft phase need to be indicated.
5. O & M Plans
6. Information to be supported by maps.
7. Roads network
MOTIVATION
Plans, backlogs, water & sanitation back logs and status’
must be reviewed and provided. Housing is a crucial
service delivery concept and must be given importance
without the provision of water and sanitation and
electricity, for example, no development or building can
take place, this needs to be considered before projects
are implemented and information of this, therefore,
needs to be provided.
Extensive lists of challenges/projects are noted but in
many instances there are no plans (budgets) indicated
to address these backlogs. Service provision must follow
funding available and the achievements of backlog
eradication targets must be indicated per annum
If there is a plan in draft phase or under review or even
under the responsibility of the DM, it needs to be
clearly stated under the relevant heading. For example,
ITP and IWMP.
When dealing with sector involvement (eg Water and
sanitation), the sector plans must be clearly articulated
for the municipal space as to their offerings
Operations and Maintenance of infrastructure is
imperative and the fact that most infrastructure is
aging. An O&M plan needs to be compiledwith project
list project list and budgets over the MTEF atleast
Firstly, the use of maps provides a spatial outlook on
matters which makes concepts easy to make sense of
by locality, habitation and backlogs, which would add
value to a document.
The use of maps with captions is encouraged.
Greater attention must be given to the input of DoT on
the roads in the municipal space. Finales the road
classification system.

8. Municipalities do not have a system to divert
waste from landfills for recycling?
9. State IWMP and Land fill site status

12. Electrification by Grid and Non Grid Systems
Legislation relating to environmental affairs regarding
waste management encourages recycling of material,
we recommend that the municipality invest in a system
that talks to recycling or diversion of waste from
landfills for recycling.
Even if the IWMP has a district wide implementation
strategy it needs to be stated. Municipalities need to
show how it is implemented with respect to their
locality. The status of land fill sites also needs to be
reviewed and a plan or idea of some sort needs to be
formulated to address the issue of land fill sites to meet
the minimum DWA Requirements.
The Green drop and Blue drop status must be indicated
together with plans for improvement
Statistics on FBS for water and electricity must be
tabulated in the IDP
The statistics and plans for electricity coverage must be
stated for both grid and non grid electricity. Solar panels
are are being increasingly installed
