Modernising Copyright in the Digital World Brussels March 19 2013 Paolo Lanteri Copyright Law Division Global approach Challenges Possible solutions: normative / non-normative Work in progress Challenges Lack awareness of the users and scarcity of information; partly due to complexities of the system. Traditional demarcations between creators and publishers on the one hand and users on the other are blurring; statutory conditions related to the transfer of rights are challenged. Cost of licensing; transaction cost for new businesses. Enforcement on the internet is extremely complex, from a technical, legal and social perspective. Civil society’s call for flexibilities, access to knowledge and interoperability. Does the copyright system need to adapt? Yes!!! There is, in any case, no other choice (..) Adaptation in this instance requires, in my view, activism.
