World Situation ADS-B-out Non-Radar Airspace Application (NRA)

 RTCA/EUROCAE SPR approved 2006  Eurocontrol sponsoring CASCADE ADS-B Pioneer Airline Project to achieve certification of existing ADS-B-out equipage.  Boeing participating in this activity with customer airlines, goal is to remove AFM limitation by 3 to 4Q08  Canada implementing NRA in Hudson Bay  NavCanada issued an Aeronautical Information Circular on August 2 making ADS-B Out mandatory in Hudson Bay area starting in 20 Nov 08. Europe’s Acceptable Means of Compliance (AMC 20-24) will satisfy the requirements.

 Australia  Has new rule for voluntary equipage. Boeing working to ensure our equipage meets requirements.

 Evaluating replacement of all en-route radars with airborne ADS-B Out, with equipage mandate in 2012.

 China has urgent need for NRA applications.

World Situation United States and FAA Mandate

 Mandate will be for 100% equipage of ADS-B Out by 2020  Ground equipment will be in place by 2013  Issued NPRM in September 2007 for ADS-B-out, but assumes benefits for ADS B-in / Cockpit Display of Traffic Information (CDTI) applications  BCA commented on NPRM, and engaged with FAA to explain equipage and business case considerations  Mandate could include navigation requirements that could force significant changes into avionics Copyright © 2006 Boeing. World Situation China

 Three geographic regions: Eastern Seaboard, Western China, Tibetan Plateau  Western China has limited CNS infrastructure. Establishing surveillance capability (ADS-B) would allow for significant reductions in separation minima.

Airborne Separation Assistance System (ASAS) Operational Applications

 “Application” is an industry-selected term  Each application considered here is a procedure supported by ADS-B surveillance on the flight deck  Application categories under current consideration:  Situational awareness enhancement   In-Trail Procedures in procedural airspace (ITP) Enhanced Visual Separation on approach (VSA)   Enhanced Visual Acquisition Traffic Situation Awareness – airborne and on airport surface  Spacing from other aircraft   Sequencing & Merging – ASAS version Merging and Spacing – UPS/FAA version  Separation assurance from other aircraft  Flight crews accept responsibility for separation from other aircraft  Display Integrated in Forward Field of View (FFOV) is generally preferable for CDTI applications although some situational awareness and spacing applications could be on non FFOV display. Engage industry to influence development that will impact our airplanes and our customers’ operations.

Understand technical and operational limitations of information placement and use.

Develop CDTI retrofit solutions so that the benefits of forward-fit solutions relying on high levels of equipage can be realized. Prepare appropriate forward-fit solution.

Build business case to support commitment decisions.
