Jyrki Myllyvirta, Mayor City of Lahti 11/03/2008 The EU greenhouse gas reduction targets Based on: - The UN’s Framework Convention on Climate Change (Rio De Janeiro 1992) - The Kyoto Protocol (1997) Restriction of GHG emissions during 2008-2012 to the levels specified in the treaty (compared to year 1990) - ”Climate action and renewable energy package” by EU on 28/01/2008 Targets: 20% reduction of GHG emissions, 20 % increase in the share of renewables, 20 % cut down in energy consumption, 10 % increase in the share of bio fuels in transport sector Jyrki Myllyvirta, Mayor City of Lahti 11/03/2008 Communities and climate change - What is our role? • Emissions are generated locally (energy, industry, transportation, agriculture & wastes) • Communities create the basic conditions for living, working and commuting • Many communities are important energy producers/owners´ of energy plants • Communities have an inherent responsibility for a healthy and safe environment and functioning of the society • Communities are usually responsible for primary and secondary education and have an impact on attitudes and behaviour of the people • The political and civic groups in the community influence the development Jyrki Myllyvirta, Mayor City of Lahti 11/03/2008 Means of responding to the challenge Integrated management Jyrki Myllyvirta, Mayor City of Lahti 11/03/2008 Political decisions and strategies • Designing and adopting local and regional climate strategies • Implementing them in practical solutions • How can we look far enough into the future, how can we look at larger entities than our own municipality or region “Greenhouse gas emissions in the Lahti region in 2015 will remain at the same level as in 1990.
