Coopérations Territoriales de Clubs
Pourquoi
• Développer la Fédération par le maintien:
– de l’identité des clubs (participe à la lutte contre la fusion),
– du maillage des clubs (participe à la lutte contre la fusion),
• S’adapter aux réalités territoriales (baisse des financements publics,
intercommunalité, …)
• Rassembler les membres de la « famille basket » / lutte contre les
« guerres de clochers » et la concurrence entre clubs.
• S’organiser et se renforcer face à la concurrence avec les autres sports.
• Diversifier l’offre des clubs pour être plus attractif.

Comment
• Doter les clubs d’un nouvel outil:
– Basé sur le partage d’un projet et la mutualisation des moyens
entre clubs partenaires,
– Simple à mettre en œuvre:
• Signature d’une convention,
• Pas de démarche administrative lourde.

Périmètres
• La saison prochaine:
– 3 clubs maximum, (dérogation possible validée en Bureau Fédéral en
fonction de l’intérêt du projet et des particularismes locaux),
– au sein d’une même intercommunalité, (dérogation possible validée en
Bureau Fédéral en fonction de l’intérêt du projet et des particularismes
locaux).
• Les saisons à venir:
– ces formes « d’encadrements/restrictions » sont amenées à évoluer, en
fonction des retours d’expérience et afin de s’adapter au mieux aux
besoins qui émaneront des clubs/territoires.

Organisation et fonctionnement des CTC
• Un comité de pilotage, composé à égalité de représentants des
clubs partenaires,
• Une convention :
– A durée indéterminée, ou déterminée (dans ce cas renouvelable
par tacite reconduction),
– Evolutive au regard des réalités et des propositions faites par le
comité de pilotage,
– Qui peut être dénoncée ou « non reconduite » à l’initiative de l’une
des parties, avec un délai minimum de 6 mois avant la fin de la
saison,
– Qui définit, quel club est responsable de quelle action,
– …

Rôle de la Fédération
• Fournir des documents de référence (règlements, modèles de
conventions,…),
• Conseiller les parties prenantes (si besoin),
• Homologuer les CTC qui remplissent les conditions et le souhaitent, et
leur faire bénéficier de dispositions réglementaires particulières.

Conditions d’homologation fédérale
• Le projet de CTC doit être conforme à la politique fédérale et aux
orientations du ou des plans de développement(s) territorial/aux,
• Chaque club doit être actif et assurer la responsabilité d’au moins une
action du projet,
• Chaque club doit avoir une activité effective dans le mini-basket,
(avoir une école de mini-basket, être centre de ressource technique de
l’opération basket école,…)
• La CTC doit avoir au moins une école d’officiels/d’arbitrage qui soit
ouverte aux membres de chacun des clubs,
• …

Les Coopérations Territoriales d’Equipes
• Rappel :
– Les CTE répondent à des problèmes ponctuels d’effectifs et ne
visent pas le Haut-Niveau.
• Les CTE et leurs dispositions réglementaires sont maintenues en
l’état pour la saison prochaine,
Evolutions
• Si les clubs souhaitent constituer plusieurs Coopérations Territoriales
d’Equipes voire présenter une équipe senior en championnat régional
non-qualificatif (débat en Comité Directeur le 4 mai), ils devront
constituer une CTC.
