– Revised indicators, including data requirements and
with input from key informants and other
stakeholders.
– Crosswalk of indicator interdependencies
– Practitioner report documenting post-disaster
recovery in a broader set of communities (multi-state,
multi-hazard).

Phase 3
• Phase 3 Milestones*
– Collect primary data collected on each indicator in
real time during the post-disaster recovery period
– Develop final, validated list of indicators in eight Core
Capabilities, including:
• Recommended and validated metrics
• Crosswalk of interdependence between indicators
• Proposed weighting or ranking to be used in calculating the
quality of recovery in communities
