Mission of CPCB
The mission of the CPCB RSF is to:
Support and build recovery capacities and community planning
resources of local, state, territorial and tribal governments
needed to effectively plan for, manage and implement disaster
recovery activities in large, unique or catastrophic incidents.
It achieves this mission through the coordination of CPCB partner
resources and expertise to build recovery capacities and inclusive
community planning efforts.

Coordinating body to:
• Provide leadership to build partnership among CPCB
Partner agencies and organizations
• Involve non-governmental, private sector and
professional associations in leveraging resources and
capabilities
Aiding communities and states in:
• Community organizing and planning
• Leadership development and recovery management
• Capacity building after disasters

Important Relationships and Strategies for CPCB RSF
The CPCB RSF provides expertise to ensure:
• Enhanced interagency coordination of resources, requirements and
support for building community capacity and community recovery
planning.
• Integration of socio-economic, demographic, risk assessment,
vulnerable populations and other important information into recovery
planning and decision making activities
• Increased community wide support and understanding of sustainability
and resiliency principles applicable to the opportunities presented
during disaster recovery.

What CPCB is Not
• Does not control partner activities
• Does not prepare FEMA or FDRC recovery “plans”. Support is technical
assistance to community led efforts
• Does not manage, control or direct other RSFs
• Does not manage or prepare the MSA or RSS – contribute CPCB elements
to those documents
• Does not staff the entire FDRC’s org – staffs the Community Recovery
Assistance Group
• Work with Voluntary Agency Liaison (VAL) to link with local government
with VOADs and/or Long Term Recovery Group
•
Not carrying out Voluntary Agency Liaison role
CPCB In Sum…..
1. Share disaster wide community information and launch
partners for evaluation and exchange
2. Convene partners to identify and resolve
programmatic/strategic issues, leverage resources, aid all
communities with TA
3. Provide FEMA technical assistance, based on FEMA Needs
Assessment, to the few communities that warrant this
support.
