Title IA
Proposal to serve all schools with
60% of students on FREE Lunch
ESEA History
• In 1965, as part of the “War on Poverty”,
President Lyndon B. Johnson passed the
Elementary and Secondary Education Act. Title I
was the most funded portion of that legislation.
• Title I funds are supposed to help impoverished
communities provide increased educational
opportunities and close the achievement gap that
exists with wealthier communities.
ESEA History (continues)
• Schools with 40% or more students living in
poverty are eligible to become “school-wide”
Title I schools.
• Schools write annual plans based on annual
needs assessments to describe the use of the
Title I funds and how those funds will help to
improve student academic outcomes.
• Poverty in Utah is determined by Free &
Reduced lunch applications.

• 29.2% of Title I eligible schools in GSD are served
