Release of NYSSIS ID for Higher Education Grants
It is SED’s understanding that all school districts participating in
the Liberty Partnership Program, Science Technology Entry
Program, Early College High School and NYS Pathways to
Technology programs have entered into MOUs with higher
education partners which detail how data will be shared, and for
what purpose(s), pursuant to the program and consistent with
FERPA.
Moreover, FERPA permits the release of personally identifiable
information from student records with parental consent, and it is
SED’s understanding that all school districts participating in
these programs require that parents sign forms, consistent with
FERPA, consenting to the school district’s release of certain
student data to the relevant higher education partner.


Regents ELA

2013 and future Cohort students, must enroll/pass CC ELA Regents.

2012 and prior Cohort Students, may enroll in the CC ELA or the Comprehensive English.

For the January 2014, June 2014, August 2014, January 2015, June 2015, and August 2015 administrations only,
students enrolled in Common Core English courses may, at local discretion, take the Regents Comprehensive
Exam in English (2005 Learning Standards) in addition to the Regents Exam in ELA (Common Core).

Students that take both exams may use the higher of the two scores for local transcripts, along with the higher score
being used for institutional accountability for 2014-15 school year results
 The higher of the two scores may also be used for the State growth and locally selected measures
subcomponents, where such exams are allowable options under Education Law §3012-c.
* Any APPR plans in effect for the for the 2013-14 and 2014-15 school years should reflect this local flexibility, as appropriate and allowable.

 Students that take both (CC & 2005LS) exams may use the higher of the two scores for local transcripts,
along with the higher score being used for institutional accountability for 2014-15 school year results
 In addition, such students may meet the mathematics exam requirement for graduation by passing either of
these exams.
 For APPR, the higher of the two scores may also be used for the State growth and locally selected
measures subcomponents, where such exams are allowable options under Education Law §3012-c.

DRC Answer Sheets
June 2015 CC ELA & CC Geometry
Schools participating in June CC ELA and CC Geometry Standard setting:

DRC will include a prepaid UPS return shipping label for schools to mail their answer sheets back to DRC

The data being pre-printed on the answer sheets are:








First Name
Last Name
Gender
Date of Birth
Local Student ID Number
District Name
School Name
Grade

If the pre-printed information is on the DRC answer sheet, schools do not need to bubble.

If the pre-printed information is incorrect, the student should probably not use that preprinted
answer sheet, they should use a blank one.

Please remember to correct student information in your source system and SIRS
ESEA Waiver – Students in grades 7 & 8 taking Regents Math
(http://www.p12.nysed.gov/accountability/memos.html)

Waiver has been extended to the 2014-15 school year:
 7th & 8th grade accelerated students receiving instruction in CC Regents mathematics:
 students that take both NYSTP 7/8 and Regents mathematics



NYSTP will be used for institutional accountability
Regents can be “banked” for HS accountability
Students that only take Regents mathematics



Student will show as “Not Tested” on the Tested/Not Tested (TnT) verification reports
Regents results will be used for Intermediate institutional accountability
If student takes both CC & 2005 LS Regents exams, the higher score can be used for Intermediate
accountability, but neither score can be “banked” for HS (a different course of study would be
required for HS accountability)
 The same curriculum/assessment cannot be used more than once for accountability
 The possibility of intermediate level students CC Algebra I results being incorporated into their
educators growth scores is yet to be determined.
 NYSED recommends that all teachers with students close to the minimum “n” size set SLOs
for comparable growth
Note: Any student, who in the 2013-14 school year or thereafter, regardless of grade of enrollment, begins his or her
first commencement-level math course culminating in a Regents Exam in June 2014 or later must take the New York
State CCLS Regents Exam in mathematics that corresponds to that course, as available, and be provided with
Common Core instruction. Most typically, this first course will be Algebra I (Common Core).

Proposed Amendments relating to Pathways to Graduation
(http://www.regents.nysed.gov/meetings/2015Meetings/January/115p12a2.pdf)
Global History and Geography Course Requirements, and the Global History Regents Exam

At its January 2015 Regents meeting, the Board of Regents voted to amend sections 100.2 and 100.5 of the
Commissioner’s Regulations to establish multiple, comparably rigorous assessment pathways to graduation
for all students, establish a two-year Global History and Geography course requirement, and modify the
design of the Global History Regents Exam.

The new regulations include a “4+1” option that permits a student to meet graduation assessment
requirements by passing Regents examinations in English language arts, math, science, and social studies,
plus an additional Regents examination or a comparably rigorous examination approved by the
Commissioner.

The 4+1 pathway option does not change existing graduation course or credit requirements and students
must continue to meet all current course and 22 units of credit requirements, even if they were to elect to take
advantage of the 4+1 option. However, existing regulations provide several areas of flexibility for meeting
course and credit requirements through, for example, the availability of integrated CTE courses and
independent study

The 4+1 option applies to students who:
 First entered ninth grade in September 2011 and thereafter OR
 Students who are otherwise eligible to receive a high school diploma in June 2015 and thereafter AND
have passed four required Regents exams (or Department-approved alternative assessments) in
English, mathematics, science and social studies.
Proposed Amendments…Pathways to Graduation…continued
(http://www.regents.nysed.gov/meetings/2015Meetings/January/115p12a2.pdf)

The new regulations create graduation pathways in the Humanities; Science Technology,
Engineering and Math (STEM); Biliteracy/Languages Other Than English (LOTE); Career and
Technical Education (CTE), and the Arts; students pursuing any of these pathways must pass
one of the following assessments in place of the fifth assessment currently required for
graduation:





One additional social studies Regents exam or Department-approved alternative (Humanities Pathway); or
One additional Regents exam in a different course in mathematics or science or a Department-approved
alternative (STEM Pathway); or
A pathway assessment in a Language Other Than English (LOTE) approved by the Commissioner (which could
include a Biliteracy Pathway); or
A career and technical education pathway assessment approved by the Commissioner, following successful
completion of an approved CTE program (CTE Pathway); or
An arts pathway assessment approved by the Commissioner (Arts Pathway)

A CTE assessment that meets the approved alternative requirements for Science can be
substituted for the required Science Regents exam.

USDOE – NYSED EdFacts reporting update
(http://www2.ed.gov/about/inits/ed/edfacts/index.html)
What is EDFacts?

EDFacts is a U. S. Department of Education (USDOE) initiative to collect, analyze, report on
and promote the use of high-quality, kindergarten through grade 12 (K–12) performance data
for use in education planning, policymaking, and management and budget decision-making to
improve outcomes for students. EDFacts centralizes data provided by state education
agencies, local education agencies and schools, and provides users with the ability to easily
analyze and report on submitted data. This initiative has reduced the reporting burden for state
and local data producers, and has streamlined data collection, analysis and reporting functions
at the federal, state and local levels.
What are the purposes of EDFacts?




Collect and report robust, timely and accurate K–12 data for improved education planning, policymaking,
management and outcomes.
Reduce the data burden for states, districts and schools, and streamline data processes at the federal, state,
district and school levels.
Encourage data usage by providing data providers and users with analytical and reporting tools to produce
preformatted and user-defined data reports.
Offer technical resources and assistance to support data providers and data users.
