Action By:- BEL/DMs 4 1.b) A consolidated Guidelines of SECC will be issued by the RD Department. Issued vide No.F.7(54)RD/SGSY/11/P-1/312-36 dated-26.06.12. Workshop conducted on 29th & 30th June 2012. 1.c) Due awareness campaign should be made for the information of the general public regarding procedure for filing Claims & Objections of SECC 2011. Action By:- DM & Collectors/RD Deptt. After completion of supervisory module, notice will be given for public awareness, both in Bengali & English. Action taken Report on the last Review meeting held on 08.06.2012 Sl 5 Decision taken in last RD Review meeting Action Taken 1.e) As per the Guidelines of SECC, 2011 a simple format (Form) preferably in Bengali should be devised and circulated to all DMs and BDOs for claims and objection. Action By:- JS(RD) Notice & Application forms, both in Bengali & English, have been put up for Approval. 2.a) The JS RD to write a letter to GoI so that the fund released in last financial year but received in this financial should be treated as release of current financial year in Dhalai District. Action By:- JS(RD) A letter has been issued to the Joint secretary MoRD, GoI vide No.3(14)RD/2009(Part-2)1161 Dated: 26.06.2012 Action taken Report on the last Review meeting held on 08.06.2012 Sl Decision taken in last RD Review meeting 2.b) State Shares are to be released by 11th June 2012. Break-up is to be given from RD Department. More State Shares are to be released for the newly created Districts. Action By:- JS(RD) 2.c) The closing balance of the financial year 2011-12 and the Opening balance of the financial year 2012-13 should be finalized by all DPCs (DM & Collectors)/POs(BDOs) and entered into the MIS immediately. Action By:- DMs/BDOs/JS(RD) Action Taken The proportionate State shares both for 2011-12 & 2012-13 has been released to all 8 districts. All DMs (DPCs) have been requested to finalize the OB for 2012-13 2.d) The expenditures in pipe-line(MR/Bills entered without DMs to report. date of payment) should be cleared by all the DPCs/BDOs. Action By:- DMs/BDOs 6 Action taken Report on the last Review meeting held on 08.06.2012 Sl Decision taken in last RD Review meeting 2.e) The unutilized fund lying with any DPC may be withdrawn and placed to other districts as when required. As requested by the DPC (DM & Collector), Dhalai, a fund of Rs. 10.00 Crores may be withdrawn from the Account of DPC, Dhalai and credited to the Account of State Employment Guarantee Fund and the same may be placed to other Districts on requisition. Action By:- DM(D)/JS(RD) 3.a) During preparation of Master Roll it is to be kept in mind that the works done by the Women should be entered in the Master roll in the name of Women. BDOs are to be instructed accordingly. Action By:- DMs 3.b) Data entry in the MIS is to be completed immediately after completion of work. BDOs are to be instructed accordingly. They have also been requested to propose release of 2nd Installment fund under MGNREGA after spending at least 60% of the total fund available within September 2012. For publication of State Level Booklet all DMs to send the report (soft copy) to the email-address of JS RD by 10th June 2012 positively. Action By:- DMs 5. All BDOs are to be instructed to prepare at least 500 plant guard using Iron hardrawn and services of JEs may be utilized for this purpose. Action By:- JS(RD)/DMs 9 Action Taken DMs to report. Action By:- JS(RD) Action Taken The guidelines for the new/additional works permitted under MGNREGA has been circulated to all DPCs (DMs) & line deptt. (IAs of MGNREGA) ICT Infrastructure & Connectivity in GP Level: 7 7. i) In every Panchayat one person is entrusted for DMs/Dir(P) to report. using the computer. BDOs are to be advised to select the Computer literate person and to issue order selecting the person who will handle the PC. Level Data Centers are functioning properly and the data can be obtained from Block Level to District Level and from District Level to State Level. The matter may be taken up with BSNL whether Data Card will work in remote Panchayats. Service providers other than BSNL may also be consulted so that all computers can be made operationalised with internet connectivity by August 2012. Action By:- Dir(Panch.) 9.b In Durga Chowmohoni Block no land/WILL telephones Dir(Panch) to report. are working. The Director Panchayat may take up the matter with BSNL for immediate restoring of the same. The Director IT may be requested to provide SWAN connection to all blocks. E-FMS: The Director (Technical)-NIC, Agartala presented the DM(W) to report. PPP on E-FMS. After threadbare discussion it was decided that initially e-FMS will be adopted/started in Dukli R.D. Block underWestTripura District on experiment basis. Action By:- DM(W) 11. Social Audit (Madhya Bharat Chapter): The Annual SoSSMBC to report. report of 2010-11 and 1st & 2nd Quarter report of 2011-12 of Social Audit was presented. A simple format/questionnaires is to be devised by the SoSSMBC and the same shall be placed before the RD Department for obtaining Government approval. The format will be provided to all participants of the Gram Sabha so that the people who are less vocal can also opine their views. TGB and Department in respect of registration of the Job Card holder. It is to be reconciled. All bank officers assured that the registration including issuing of Smart Card will be completed by June 30, 2012. TSCB and TGB should send the BCs in the village level for 5 days in a week. UBI has written to their authority to issue a new circular for enhancement of cash limit so that the BCs can move to villages with more Cash limit. UBI was requested to take up the issue in the next SLBC meeting. Bankers were requested to ensure sending of BCs to the villages in every week.
