About 3000 offices to be connected down to the
level of tehsil / block in a project costing Rs. 70 crores
plus – target date – January, 2007 to April, 2007 in 3
phases
IT Highway with instantaneous transfer of data
Vertical connectivity and horizontal connectivity to
a group of offices to be provided by the IT
Department
Data, voice and video connectivity
Recurring charges (if any) and one time capital cost
to be paid by the concerned Department to SITEG
State Data Centre – unified placement of data for
entire State at one place (April, 2007)
No parallel networks need to be set up

HIMRIS (22), HIMBHOOMI (85) : Remaining HIMRIS Tehsils by
the year end or are under settlement – Linking LRC with HIMRIS
and web interface, digital settlement process
e-Praman (91) : 15 types of Certificates - Workflow and linkage
with LR and BPL databases
Employment Exchange MIS : Shimla REE and CEC Online and
remaining exchanges to be covered by 31.12.2006. Job Portal with
three level of online interfaces – Computerisation of all processes
in Labour Offices
Saarthi, Vaahan (37) - Major Transport Barriers; HRTC Time
Table and Reservation; Covering remaining offices; e-ticketing and
‘Magnetic Pass’ and linking of all R&LA offices for anytime
anywhere payments and cross verification of information. All India
Permit fee – locating missing credits.
Administrative Tribunal MIS – HPAT computerised. Web Interface
for litigants on the lines of High Court.

Telemedicine (20 plus locations against 14 sanctioned within same
money); HMIS in IGMC Shimla (to be replicated in all major hospitals)
Online status of applications under Town & Country Planning and
Municipal Committee; Extensive use of GIS for land-use planning
Grievance redressal in Deputy Commissioners’ offices – Web Interface
using REFNIC and online facility for registering grievances
Web interface for Food and Supplies with data down to FPS level
Vidhan Sabha LOB, Proceedings, Online Library (Sectt., HIPA, VS)–
‘Less Paper’ Vidhan Sabha proceedings using touch screen.
Computerised billing by H. P. State Electricity Board, Shimla Municipal
Corporation and online payment shortly – Enabling all utility payments
web based with mobile phone interface.
Computer Complaint Management System – A comprehensive software
for monitoring status of supply and customer complaints – Tracking of
supply orders

e-Tourism (online Hotel Reservation by NIC as wells in PPP
www.himachalhotels.in ). All the hotels including private
hotels to be covered. Hotel Directory of 1000 + hotels –
Virtual Himachal through 360 degree views and interactive
geographical database
Social Justice & Empowerment : All offices of DWOs and
CDPOs computerised; e-Kalyan, Pensioners’ Database,
Disability / Senior Citizen Certificates – ICDS database of all
families children after family survey
Sales Tax Computerisation (online filing of returns,
telephonic access to barriers, ST26-A : Surplus of Rs. 5 crores
plus at one less than one third of the user in manual
scenario!). Database of tax defaulters on website – VAT MIS
and full implementation of Tax MIS till then
Interactive New Portal – News Archives of 5 years plus

Video Conferencing in all districts and 4 tribal subdivisions –
MCU based VC down to tehsil / block level and desktop based VC
to Panchayat level
Information Kiosks (Touch screen based results, electoral rolls,
Land Records) – all citizen services on the screen
Linkage of Budget and Treasury (Online Bill Passing) – All 17
main treasuries and sub-treasuries; E-Pension for Retired
Government Employees – Anytime anywhere access and instant
updation; Realisation of Rs. 14 crores plus from Punjab in books of
accounts. Remaining 83 under OLTIS. Direct disbursal of salaries
from the treasuries relieving DDOs from repetitive work.

Works Monitoring (Tourism, PWD, IPH) – Software ready but
not implemented in PWD & IPH. E-Procurement after
addressing security related issues; Implementation and
replication of 13 modules in IPH Computerisation
Electoral Rolls (bilingual search) and web based registration.
E-Vikas : Bilingual Touch Screen Based Information System for
developmental works (including pictures showing status of
works) – Replication and Updation from block level
Economics and statistics department Website with interactive
and searchable data both for researchers as well as for common
public.

UNDP-NISG sanctioned it for Shimla district, but being
implemented in all districts, sub-divisions, tehsils and sub-tehsils in
the State (113 locations)
People are willing to pay user charges.
Pehal : Transport (Vehicle Registration and Driving License), Land
Records, Passport etc. : Self Financing Mode (37 Pehal centres
operational in Himachal Pradesh and have generated Rs. 2.78
crores in 3.75 lac transactions ) .
Pehal experience was encouraging and now more than 40 services
under a single roof cutting across hierarchy
E-Vikas : Information about developmental works on finger tips
Touch screen kiosks with common interface for various activities
available down to sub-division level at many places

COST EFFECTIVE SOLUTIONS

‘Islands of computerisation’ are being discouraged and optimal
utilisation of hardware being ensured cutting across departmental
barriers.

Cheapest PCs and Servers (from Dell, HCL etc.) anywhere in the
world (up to 70% cheaper compared to NICSI and DGS&D – if
warranty levels also are equated) – two years in succession. So we
bought 3.25 extra PCs per tehsil from LRC Project and the same
money is being used also to provide e-Pramaan, HIMRIS and other
citizen services

OFC / Cat6 based Secretariat LAN with 600 nodes at Rs. 36 lacs
with 6 years’ onsite warranty

Consultants are hired only when it is a must and at much cheaper
rates
►
Project Implementation cost in HP fraction of what is there in most
State initiated, multilateral and bilateral projects in other States

State of the art training to Govt. employees through SITEG only for
recurring cost of Rs. 500 per week
