• Objectives of Pobal Bhearna Teo outlined
• Minutes Reviewed.
Enda then asked for questions, comments etc. under AOB
Any Other Business:
CM: Raised the implications of the Commercial High Court
decision on the Relief Road. Is the position of County
Councillors undermined by this decision, a loss of democratic
rights for both local and national politicians?
CM: Are County Councillors aware that the Relief Road map did
not show developments along the road corridor? Response
from PB that locals would be aware of the developments but we
have no local County Councillor.
CM: Regarding the proposed sewerage scheme. How many houses
may now be connected to the scheme?
PB response that at present 70 houses/200 PE. CM stated that there
are rumours of a 25 house development west of the Lacklea road
junction and that this development will take up some of the sewerage
capacity, as it is a condition of sanction that they connected to the
sewerage scheme.
CM: What is the cost of joining the proposed sewerage scheme?
PB has no idea on the costs, that it may be a mater to discuss with the
contractor doing the work.
Future activities for Pobal Bhearna Teo:
CM: Consider the need for sport facilities.
PB view is that this is within the remit of Comharchumann Bhearna Teo
which PB would actively support, and was seen as priority for the village.
CM: Progress the development of the Linear Park between the Pier and
Mags Boreen.
PB view that this will only occur when the area is developed, will be
included as part of the conditions for such developments.
•CM: Build a ramp to the beach and foreshore at Mags Boreen.
This was proposed in the past but there were local objections.
Suggested that it be taken up again.
CM: There have no new facilities added to the village since the
late 1980s. Suggested that with the changing profile in the
village, more middle aged/elderly, that amenity plans should take
this into account. Suggestion was put forward that all the
interested parties come together to progress amenities for all in
the village. Depending on County Council to provide land will not
yield any results. Local fundraising is the answer and the new
residents, together with us all being better off economically,
should make this a success.
CM: That existing school property should be retained as a
community resource when the new school is built. We now need
to start thinking now how to use that resource so that we are
ready to move when the school becomes available. PB response
that Udaras na Gaeltachta would support a move to provide
local start up and development projects.
CM: Invite Council Executive to sit down with the community to
discuss there plans and vision for amenity/school/community
development. PB response that Council are at present asking
landowners to come forward to discuss potential educational/
amenity sites.
CM: View that the initial draft LAP is the same as the final LAP
and that the Council Executive have already picked a site for the
school but did not include it in the Final LAP.
CM: 12 acres have been already donated to community gain but
not included in the LAP. PB response that this may have not been
made public as there is the need to issue an open invitation to
local landowners to respond. The donor was thanked for this
gesture to the community.
CM: Is the existing National School copper fastened as a
community resource in the event of a new school being built?.
PB responded that it is specifically identified in the LAP but how
binding this would be was a matter of conjecture.
CM: The Environmental Report attached to the LAP shows that
the water quality of the streams in Bearna were so polluted that
they cannot support any form of life and are flowing at the Pier
with implications for recreational users.
Proposal that there be a public meeting to discuss this with the
appropriate people from the Council Executive and how
members of the community can contribute to the solution as we
are contributing to the problem.

Village Maintenance
• All work initiated and done voluntarily by Padraic Faherty
• 2 Lawnmowers purchased (1 died in course of duty!) and
Strimmer by PB.
• PB Funded Petrol, Weedkiller, Plants and Paint.
• Padraic made and fitted Bus Stop Bench at old Clarkes.
• PB tried to get FÁS funding/personnel through An
Spidéal fund. No go in finding a local person.
• Requires a person unemployed > 1 year locally.
• Requires voluntary maintenance of “your patch” to help
keep village looking well.
• We would like to formally thank and acknowledge
Padraic for his contribution to the village!
Village Maintenance
• Long sought after lighting completed from Freeport to the
Church.
• New footpaths/new water mains installed east side as
part of Sewerage Scheme.
• Lighting to be installed and new footpaths to be installed
on west end of village after roadworks.
Bearna Planning Submissions
• Heskin Development
• In conjunction with local residents making submissions, PB
lodged a submission, principally focussed on inconsistent
to LAP commercial aspects and inadequate “community
return”.
• Cunningham Development
• Lodged submission to An Bord Pleanala principally
focussed on breaches of the Bearna LAP, EH&S issues,
design, infrastructure/traffic and inadequate “community
return” .
• Continuing vigilance required on all large scale planning
applications for compliance to the specifications and intent
behind the Local Area Plan.
Key Ongoing Concerns
•
How is the Bearna LAP Plan to be implemented and enforced?
Amenities? School?, Sports?, etc..
•
Pollution concerns remain as Environmental Audit shows poor water
quality.
•
Shoreline linear park not approved to 50 metres from existing wall as
proposed, but reduces to 15 metres in places from 30 metres in LAP.
•
Building standards in centre same as on West side of Crossroads…
density, height etc
Gaeltacht, Culture and Social
•
Continuing strong support for maintaining our Gaeltacht status and
for language and cultural development.
•
New session of “Ranganna Gaeilge “ to commence next week.
Relief Roads
•
R336: No new developments since appeals last year.
Expected opening of the “Creagán” element soon.
• GCOB: An Bord Pleanala refused permission for the Moycullen
Road to New Village section on environmental grounds.
Alternative routing being sought.

Bearna Sewerage Scheme
• 2008:General welcome for the provision of such a scheme
for Bearna
• Be forewarned of Traffic chaos for later in the year– as the
R336 is going to be dug up again.
• And… The Pier Road will be closed for an extended period
of time…
• Estimated Sewage/Roadworks will last for 18 months from
August ‘08
• 2009: Much is done, more to be done!
• Major impact on business locally and Cois Fharraige
• Current Schedule suggests September ‘09 going live

Local Bus Services
•
We have been working with City Direct Gaillimh to
provide a frequent City service to Bearna.
•
Service commenced October 2007
•
Limits placed on licence re operating hours
restrictions… eg cannot operate at peak hours… eg
08.00 – 09.30 and 17.00 – 18.30 due to objections.
• CDG requesting views from Bearna Residents re
service times, service suggestions etc.
•
Unable to confirm:
• Bus Eireann has a 22.45 service to An Spidéal and
23.30 return to Eyre Square.
• Late night service also for Fri. & Sat. nights at
02.30 from Eyre Square.
