FAA Organizational Responsibilities
for SHARE
Prevention of Mishaps
 AEE – Policy, Program Evaluation, Reporting, Liaison to
OSHA, maintain SMIS
 LOBs – Implementation (training, safety inspections, report
mishaps in SMIS, investigate mishaps, ID & correct
hazards, etc.)
Follow-Up to Mishaps
 AHR – Policy, OWCP Claims processing, liaison to OWCP,
review cases, return-to-work
 LOBs – Submit claims promptly, contact employees, review
cases, return-to-work (including alternate work)

Issues with Using OWCP Data to
Measure Goals 1 and 2





OSHA recordkeeping and OWCP case records have
different purposes – prevention of injuries and
illnesses vs. compensation and rehabilitation when
they occur
OWCP Form CA-1 has a box for the supervisor to
check if lost time is expected on a case
Sometimes, that is a prediction and is not accurate
DOL uses the OWCP data as a default to measure
SHARE performance.
DOL will accept OSHA recordkeeping data (Form
3900-6 in SMIS) if we provide complete data. SMIS
provides blocks for actual days lost, and is more
accurate than OWCP estimates of lost time cases.
