Focus on “Occupational Exposure”
Inadequate Evidence re. Straight Run
Recognized “air rectified” as Distinct
Exposures Declining Over Time
Industry-sponsored Research Respected
No “Environmental” Concerns Identified
Clear separation from coal tar
Natural bitumen outside scope of review
Application temperature recognized as factor

Best Practices for
Constructing and Specifying
HMA Longitudinal Joints
A Cooperative Effort between
Asphalt Institute & FHWA
Longitudinal Joints are
Still a Challenge for Many Agencies.

James Scherocman, P.E
Some States have more
Alaska
challenges than others!
Question?
“Is Oklahoma satisfied with the
long-term performance of your HMA
Longitudinal Joints?”
If the Answer is NO or not totally; then –
What can you do as an Agency?
What can you do as a Contractor/Industry?
What can you do as a Equipment Manufacturer?
What can you do as a Researcher?
The Weakest Link:
Poor Joint Performance is
an Agency and Industry
Concern

Workshops Scheduled (3 States)
Expected Products or Outcome:
• Create Greater Awareness
• Improve Specs by Agencies
• Increase use of Innovative
techniques, equipment, and
materials
• Improve practices by Contractors
• Overall Improved LJ Performance
• Fewer incidences of shortened
pavement life
• Explain the WHY!
• Encourage CHANGE!
PA Story on Longitudinal Joint Density
Article in NAPA’s magazine, Asphalt Pavement, Sept/Oct 2012
http://www.nxtbook.com/nxtbooks/naylor/NAPS0512
• Increasing density was viewed as key
• 2007 - began measuring joint density
• 2008 - method spec. of best practices
• 2008 and 2009 - continued gathering data on joints
• 2010 - New joint density specification. Transition
year with no bonuses or penalties.
• 2011-2014 – bonuses and penalties on joint density
PA Joint Density Spec Highlights
• Both type of LJs allowed (butt or notch wedge)
• Joint Lot = 12,500’. Core every 2,500’. 5 cores per lot.
• Core location
o For Butt: directly over visible joint
o For Notch Wedge: middle of wedge
• Percent Within Limits (PWL)
• Incentive starts at 80% PWL
• Disincentive at <50% PWL
• Lower Specification Limit
o 2010-2013: 89% TMD
o 2014: 90% TMD
• Corrective action for < 88% TMD

PA: Corrective Action
• Lots with avg. density <88%
Gmm require corrective action
• Contractor must seal the joint
with PG 64-22 at no cost to
Department
• 10 lots required corrective
action in 2011
