DISPOSITION REGULATIONS
Departments are not authorized to dispose of any items of equipment without prior
approval from the Director of Surplus Property or his/her delegate. No department or
individual should make or authorize any sale, trade-in or donation without prior
approval of Surplus Property. http://busfin.colostate.edu/fpi.aspx
Page 33 of Financial Rules section 4.8. Surplus Property has been delegated the authority and
responsibility for administering the disposal of property other than land or buildings.

(a) Provide complete and accurate property descriptions and condition codes on the report
of excess to facilitate the selection of usable property by potential users.
•
(b) Ensure that any available operating manual, parts list, diagram, maintenance log, or other
instructional publication is made available with the property at the time of transfer.
•
(c) Advise the designated recipient of any special requirements for dismantling,
shipping/transportation. (including proper certification by EHS)
•
(d) When the excess property is located at a facility due to be closed, provide advance
notice of the scheduled date of closing, and ensure there is sufficient time for screening and
removal of property.

CONTROL ASSETS
Items that may have regulated purchase or disposal procedures
need to be carefully monitored throughout the lifecycle. These items
may include:
• Firearms and weapons
• Cell phones and handheld computers
• Electronic media and data containing devices
• Data tapes or ribbons
• Computers and Servers
• Copiers, scanners, and plotters
• Metals, elements or compounds
Special procedures are followed by the Surplus Property Department
to stay in State and Federal compliance
