Quality Assurance Agency
MANDATE
QAA is involved in both internal quality assurance and external
quality assurance processes through development of criteria and
standards; development of processes and capacity building; and
monitoring and evaluation processes; thereby guaranteeing
improvement in standards.
QAA introduces process/practices of continuous improvements
through establishment of Quality Enhancement Cells in
universities, Accreditation Councils in new disciplines, Evaluating
the Institutional Performance against defined Standards, and
review Ph.D. qualification.
Quality Assurance Agency
 Mission: to integrate the concept of quality assurance in higher
learning with enhanced levels of international compatibility through
capacity building. Secondly to safeguard public interest, by enforcing
good practices in education and encouraging continuous
improvement in the management of quality in higher education.
 Vision: to develop a viable and sustainable mechanism in higher
learning sector to meet the rising challenges of transforming the
country into a knowledge economy.
 Goal: A policy making and monitoring body and is a source of
capacity building for quality assurance and enhancement.
QAA FRAMEWORK
Internal Quality Assurance [IQA]
 Since, the Internal Quality Assurance (IQA) constitutes
one side of the quality pyramid.
 Quality Assurance Agency, in execution of its function
laid building bricks of IQA in September 2006 and 10
Quality Enhancement Cells (QEC) were established in
Phase-I.
 Continued through Phase-II, III, IV, private sector, and
further new phases, its current number till date 2014-15
became 136, which is expected to approach the figure of
168 in next assessment year starting from July 2015.
SELF ASSESSMENT CRITERIA

Self-Assessment Report (SAR)
Major function of QECs is implementing the Internal
Quality Assessment through Self-Assessment Report
(SAR). The main objectives of preparing SAR are:
 General Objective:
 To improve academic programs and ensure high academic standards by
providing feedback for faculty and administration to initiate action plan for
improvement.
 Specific objectives :
 To provide students with essential skills to enter the workplace well prepared
in the core competencies: problem solving abilities, experimental and data
analysis techniques, team work experience, interpersonal skills, basic and
advance IT skills.
 To provide students with strong foundation and knowledge relevant to their
particular disciplines including ethical, professional, social and global
awareness, the impact on society, the importance of continuing education and

 Quantitative assessment is now performed annually, which was lastly
completed till 30th June 2014. Hence, the assessment status till June
2014 is as follows:
 No. of HEIs assessed Quantitatively: 83, of which 78% fall within
satisfactory range of W & X
 No. HEIs assessed qualitatively: 33, of which 58% found working
satisfactorily.

Capacity Building of Accreditation Councils
 Capacity Building of the program evaluators and awareness of
stake holders is a continuous and an on-going activity.
 So far, HEC has conducted 10 workshops of 3-day i.e., of PEC,
NACTE, NBEAC, NAEAC, NCEAC and PCATP in collaboration
with the concerned councils at HEC with the objective to improve
the relevant skills of Program Evaluators to perform as Master
Trainers to train other experts of relevant field in the subsequent
training workshops. Total of 297 Program Evaluators have been
trained so far.
EQA: Program Level Review
To ensure the quality of doctorate level education, HEC took the
initiative of starting Ph.D. Progress Review Process. The Ph.D.
Review Committee has so far completed three cycles to assess the
programs at Ph.D. level in 2005, 2007 and 2012 throughout the
institutions of the country.
 In 1st round, Ph.D. Programs of only public sector universities
were reviewed.
 In 2nd and 3rd round, Ph.D. Programs of public and private
universities were reviewed.
 For 4th round of Ph.D. Program Review the review process
and Ph.D. review Committees have been revised.
 The 4th cycle was started in January, 2014 and up till now 43
DAIs have been reviewed so far

 The Ph.D. Program Review Committees reviewed 279 programs
in 43 visits of the DAIs.
 The committees have recommended 09 programs to be halted as
these programs had serious deficiencies and needed urgent revamp
to secure the future of enrolled scholars.
 The committees have also recommended to stop further intake in
37 programs as there were acute shortage of faculty in those
programs to supervise the scholars.
 02 DAIs have been revisited to validate the compliance report
submitted by those DAIs
MS/M.Phil. & Equivalent Degree Program Review
 To determine the implementation status of
minimum MS/M.Phil. & Equivalent Degree
Program Criteria laid down by HEC and oversee
the quality of these Programs in all Higher
Education Learning Institutions including public
and private sector.
 To create a uniform mechanism for ensuring the
quality in standards of teaching and research in
the universities of Pakistan.
MS/M.Phil. & Equivalent Degree Program Review
 While considering the importance of External Quality
Assurance Mechanism and recognizing the gap that most of
the MS/M.Phil. & Equivalent Degree programs have not been
gone through any external quality assurance system. QAA, on
the directives of Chairman, HEC has developed the process to
review the MS/M.Phil. & Equivalent Degree Programs (in
December, 2014)
 On the basis of that process 77 programs of 08 DAIs have
been reviewed so far.
EQA: Institutional Level Review
 By evaluating the entire performance of each Public/ Private Degree
Awarding Institution on the basis of following 11 Standards (IPES)
Quality Assurance Agency has initiated the review of Private and
Public sector universities/institutions in 2010.
 IPE Review visit has been conducted by 5 member panel of experts.
 Till date, performance of 37 HEIs has been reviewed.
