have you ever noticed that many of today’s villages, towns and cities are situated along rivers provided new and growing with adequate communities water for consumption and irrigation, fertile soils for agriculture, transportation routes and energy rivers for trade and travel for their mills, shops and factories Introducing the river of the 21st century… this river runs o Boyne Grist Mill, Airport Road o Currently owned by the Loewen Family, converted to hydro by Sir Charles Loewen, Aide de Campe to Queen Elizabeth o Now providing power to the three homes on the property. o Power Station at Horning’s Mills on the Pine River o Electricity used in Shelburne and Orangeville o “Power For Sale” because of the construction of Sir Adam Beck facility at Niagara Falls in the 1920s o By-law 93-16 o the County became “the proponent and owner of the new landfill site as identified in the Waste Management Master Plan.” o Waste Management Master Plan submitted to MOE o Preferred site identified in East Luther Township o Received EAA Approval o Received Draft Provisional Certificate of Approval o By-law 2000-32 o empowered the County to assume composting authority o a facility somewhere between the laboratory and commercial scale o Made in Dufferin solution o attract new and innovative technologies o create energy from waste using various alternative energy solutions o create energy management utilizing H2 o create an educational opportunity in each of the facilities o stimulate local economy with industrial spinoffs o promote the fourth “R” - Recover Received an expression of interest from Bulrush Clean Energy Formed association with Fairfield Group (H2) Entered MOU with York Region Entered MOU with Alter NRG o REOI June 2005 for Composting and EFW o 32 submissions received (18 Composting; 14 EFW) o Genivar hired to assist with the process o August 2006 - RFQ for composting issued (four short-listed) o October 2006 - RFQ for EFW issued (two short-listed) o In 2008 three proposals were received for the treatment of the Source Separated Organics (SSO) o a preferred vendor was chosen but this process has been cancelled due to issues with York Region’s Procurement bylaw o York and Dufferin have completed a new RFP that will close on June 3, 2010 o the RFP for the EFW facility has closed and Alter NRG was chosen as the preferred partner o EFW feasibility study completed o o 200 acres ± on Highway #89 west of Shelburne at Townline o joint venture with York Region o 10.5 hectares o 50,000 tonnes per year initially o RFP was issued in February and closes on June 3. o Joint Venture with Alter NRG (Gasification with Westinghouse plasma arc technology) o 70,000 tonne facility o could process residuals from SSO Treatment facility o Feasibility Study identified the project feasible with 12¢/kwh and $75/tonne tipping o continuing to look for partners (waste supply and financial) o 2.4 hectares o possible research facility o possible power management facility o 2.4 hectares o anaerobic digestion facility o locations for other alternative energy creators and users o lots approximately 2.4 hectares each o possible location of greenhouses and research farm o Make use of waste heat from adjacent facilities o component of DEEP to pilot H2 energy processes o objectives of H2 Energy Pilot Plant o pilot synthetic fuel processes (larger scale) o develop community scale energy processes o link energy resources to transportation o can be derived from any energy source o motive power from IC Engine or fuel cell o develop solutions which can be implemented in other communities (cookie cutter) o use H2 as a fuel o capture and sequester CO2 (greenhouses) o 153 wind turbines within 14km of the site g 133 operating g 20 under development Fairfield Group Converting gaseous fuel to electricity o solution conceived and designed in 2002 o proprietary anaerobic digestion technology currently being used in a Thunder Bay pilot plant operational since 2003 o designed to reduce greenhouse gases o Target Markets – municipal green bins, industrial food processors and agricultural wastes o o o biological process in an oxygen free environment produces a “bio-gas” principally composed of methane and carbon dioxide derived from the decomposition of organic wastes (green bin material, food processing by-products, manure) o Methane is used to generate electricity and heat o CO2 is sequestered and sent to greenhouses for use by plants did you know?... methane is 23 times more potent than carbon dioxide as a greenhouse gas • • • • What do you think of when someone says “energy”? Localvore o o Cookie Cutter o o this site is within 100 miles of the Greater Golden Horseshoe developments from the Eco-Energy Park can be applied elsewhere Sustainability o vehicles making deliveries to the site would use the alternative fuel being produced at the site
