Test Administration Schedule (cont.)
• The FCAT 2.0 Reading Retake must be conducted over two days.
– Students have half of a typical school day to complete Session 1 and half of a typical
school day to complete Session 2.
– Students MUST complete Session 1 before beginning Session 2, even for make-up
administrations.
• The FCAT Mathematics Retake is untimed; however, testing must not
extend beyond the end of a school day.
• For the NGSSS Algebra 1 Retake, Biology 1, U.S. History EOC Assessment
administrations, any student not finished by the end of the 160-minute
test session may continue working; however, testing must be completed
within the same school day.

What’s New
TestNav 8
•
Beginning with the Winter 2014 administration, all computer-based FCAT, FCAT 2.0,
and NGSSS EOC assessments will be administered using the TestNav 8 platform.
– Please see www.FLAssessments.com/TestNav8 for technical specifications and
resources for this new platform.
•
Some features that were previously accommodations are now available for all
students in the TestNav 8 platform. These features include color contrast,
increase/decrease text size, and zoom. A magnifier tool and line reader tool are also
available for all students.
•
The login information on Student Authorization Tickets and the Session Roster has
been updated to reflect the Sign In screen in TestNav 8.
•
The Login ID has been changed to Username and the Test Code had been changed

to Password.
What’s New
Accommodations
• Accommodations are no longer required to be recorded in
PearsonAccess for computer-based tests. However, for
students testing with paper-based materials, accommodations
still must be recorded on student grid sheets.
• Schools must maintain records of accommodations provided
and accommodations used with their required administration
information.

• Information and instructions for technology coordinators to
follow before, during, and after testing are now provided at

• Technology coordinators must familiarize themselves with

What’s New
Universal Agreements for 2014-2015 Statewide
Assessments
• School assessment coordinators, test administrators, proctors, and any other
school personnel who have received appropriate training in the
administration of Florida’s statewide assessments and who have already
signed Test Administration and Security Agreements for the 2014–2015
school year are not required to sign a new agreement for this
administration.
• Test administrators who have already signed a Test Administrator Prohibited
Activities Agreement for the 2014–2015 school year are not required to sign
a new agreement for this administration.

Proctor Caching
• A process of loading test content locally on a computer at the school or
district level.
• Does not require a separate caching server and can run on any
workstation on the network that meets specified requirements.
• Proctor Caching software is provided by Pearson.
• Reduces test delays due to network congestion.
• Provides students with a more seamless testing experience.
• Required for all FCAT/FCAT 2.0/NGSSS EOC computer-based
testing in Florida.
• Software and instructions for proctor caching are available at
www.FLAssessments.com/TestNav8.

The Spring 2015 Pearson FCAT/FCAT 2.0/EOC NGSSS test
administrations will utilize a new version of TestNav8.
Schools using mobile devices and the Google Chrome browser need
to take additional steps to ensure they are ready for spring testing.
These steps should be completed prior to running a Pearson
Infrastructure Trial.
• Mobile Devices: The TestNav 8 update will require an app
update for tablet users. The TestNav 8.02 app is available for
download in your specific device application store.
• Java Updates: Java will have two releases prior to the
Spring 2015 Administration; 1/20 and
4/14. Technology coordinators should be aware of these
releases and update Java on student computers prior to testing
or disable Java update prompts.

Proctor Caching (cont.)
Google Chrome: Please review the December 19, 2014 TestNav Technical
Bulletin (TestNav 8 - Google to Disable NPAPI for Chrome Browser in
2015) available at http://www.FLAssessments.com/TestNav8. The technical
bulletin contains important instructions and information for TestNav customers
who use Chrome for online testing. In order to accommodate for Google’s plan to
phase out support of the Netscape Plugin Application Programming Interface
(NPAPI) architecture required to launch TN8, PC and MAC users that access TN8
from a Chrome browser will either need to:
• ​Access TestNav 8 from an alternate browser; or
• Enable Java in the registry. Instructions and additional information can be
found in the technical bulletin.
– ​This solution will work until September 2015. ​Pearson will release a new
version of TestNav 8 to allow Chrome users to access TestNav 8 without
the registry edits.
– Chromebooks are configured to allow
the Plugin Application. Chromebook users do not have to complete the 14
registry edit to enable Java.
Students to be Tested
Reading Retake
•
The following students are eligible to participate in this Reading Retake
administration:
 Retained Grade 10 or Grades 11–Adult (AD) regular high school
students who have not yet passed the Grade 10 FCAT 2.0 Reading test
 Students who enrolled in Grade 9 prior to the 2009–2010 school year
but have not yet passed the Grade 10 FCAT Reading test. Because the
FCAT Reading Retake is no longer offered, these students will
participate in the FCAT 2.0 Reading Retake.
•
Students who entered Grade 9 in 2013–2014 and beyond are required to pass
the Grade 10 English Language Arts (ELA) Florida Standards Assessment (FSA)
that will first be administered in Spring 2015.
•
Note: If a student has earned an ACT or SAT Reading concordant score, the

student is NOT required to take the FCAT 2.0 Reading Retake test.
Students to be Tested
Mathematics Retake
•
The following students are eligible to participate in this Mathematics Retake
administration:
 Students who entered Grade 9 in the 2009–10 school year or earlier,
are pursuing a standard Florida high school diploma, and have not yet
passed Grade 10 FCAT Mathematics or obtained a concordant score on
the ACT or SAT in order to fulfill the graduate requirement.
•
The FCAT Mathematics Retake will be administered for the last time in Spring
2015. Students who still need to pass the Grade 10 FCAT Mathematics after
Spring 2015 must earn a concordant score on the ACT or SAT.
•
Students who entered Grade 9 in the 2010–2011 school year and beyond do
NOT take the FCAT Mathematics Retake.
Note: If a student has earned an ACT or SAT Mathematics concordant score,
the student is NOT required to take the FCAT Mathematics Retake test.

Algebra 1 Retake
The following students are eligible to participate in this Algebra 1 Retake EOC Assessment
administration:
• Students who need to retake the assessment for graduation purposes (students that
have earned a comparative PERT score are not required to retake the Algebra 1 EOC)
• Students who have not yet taken the assessment to be averaged as 30% of their course
grade (these students will have an NG for the Algebra 1 course)
• Students who are in grade forgiveness programs and wish to retake the assessment to
improve their course grade
Note: If a student has earned a PERT Math comparative score, the student is NOT required to
take Algebra 1 EOC Retake test.

Receive and Prepare Test Materials
• You will receive the following materials, as appropriate for your school:
– School Boxes (test materials—contents listed on page 106 of the Spring 2015
CBT Manual)
– Special Document Kits
• If your school is providing hardcopy CBT Worksheets, reference sheets, or
periodic tables, make a sufficient number of copies for all students taking
the assessments. Each copy must be carefully checked against the
original.
• Four-function calculators (FCAT Mathematics Retake, NGSSS Algebra 1
EOC Retake, and Biology 1 EOC)
• Save the original boxes for returning TO BE SCORED special document
materials.
• If you need additional materials or if you have questions, contact the Test

Maintain Security
• Inventory the contents of your boxes within 24 hours of
receipt and report missing materials immediately.
• Keep materials secure at all times.
• Maintain the Test Materials Chain of Custody Form at all
times.
• No more than three people should have access to the locked
storage area.
• Do not open shrink-wrapped materials or begin preparing
materials (applying student labels) more than five (5) days
prior to testing.

Train Test Administrators and Proctors
• You are responsible for training all test administrators and
proctors, including non-school-based instructors (e.g.,
itinerant teachers). You must train several employees to
act as possible alternates.
• Test administrators must be certified educators.
• Test administrators who will administer the test to students
using large print, braille, and one-item-per-page materials
must be trained in the use of those test materials.
• For students with accommodations, make sure that test
administrators are aware of and have made provisions for
the exact accommodations needed for individual students.

Test Administrator (TA) accounts are optional.
•
TA accounts will allow your TA to RESUME students to test, as needed.
To create a TA account in Pearson:
•
Login to PearsonAccess; Select the administration; Click on Administrative
Management; Click on View User Accounts; Click New User; and complete the
fields to create a Test Administrator account (for the UserID, use the first 4
letters of the last name, followed by the first two letters of the first name.
Example: Anthony Nunez, UserID NUNEAN.
•
The test administrator will receive an email from [email protected]
providing the UserID. They will: click on the link in the email; create a
password (you will enter it twice); read and accept the Confidentiality
Agreement.
Always verify in PearsonAccess that an account does not already exist, before you

create a new account.

Arrange Practice Test Sessions
• Schedule and arrange practice tests (ePATs) as described in the Spring 2015
CBT Manual.
• Before a student can participate in a computer-based administration, the
student must complete the correct ePAT(s) to learn how to use the
computer-based system.
– Make sure the appropriate ePAT script is used when conducting the ePAT
session.
• For more information about ePATs, practice test content, accommodated
practice test forms, and scripts for administering the ePATs, go to
www.FLAssessments.com/ePATs .
• Students who require accommodated CBT forms (e.g., text-to-speech,
masking) must complete a practice test for the specific accommodated 29
form
or form combination they will use during testing.

•
FCAT/FCAT 2.0 Retake and NGSSS Algebra 1 EOC Retake Wave 2 PreID file is
based on student information as of February 27.
•
NGSSS EOC Wave 2 PreID file is based on student information as of April 3.
•
Test sessions were created through the PreID file upload are based on Wave 2
PreID file. You will see these sessions when you log in to PearsonAccess.
•
You may NOT begin working on the Retake test sessions until March 2 after
Wave 2 PreID window closes.
•
You may NOT begin working on the NGSSS EOC test sessions until April 13 after
Wave 2 PreID window closes.
•
These can be temporary sessions for the purpose of verifying student information, or they
can be test sessions you plan to use for testing.
•
Detailed instructions on how to create a test session and verify student information are on
pages 113–114 of the Spring 2015 CBT Manual.

During Testing Checklist
• Ensure that test sessions have been started in PearsonAccess.
• Provide test administrators with additional materials, as
necessary.
• Monitor each testing room to ensure that test administration
and test security policies and procedures are followed, seating
charts and Security Logs are properly completed, and required
administration information is collected.
• Be available during testing to answer questions from test
administrators.
• In PearsonAccess, monitor session status and resume students’
tests, if necessary.
• Arrange for and supervise make-up administrations.

• Verify that all distributed secure materials have been returned.
Complete the Test Materials Chain of Custody Form. Report any
missing materials to Student Assessment Office at 305-9957520 and conduct the necessary investigation.
• Make copies of all collected required administration information,

• In PearsonAccess, stop test sessions, and invalidate student
tests (if necessary) by 4 p.m. on the last day of the window
(April 2 for Retakes and May 22 for NGSSS EOCs).
• Organize materials and return them to your district assessment
coordinator.
• Complete the appropriate comment form at
www.FLAssessments.com/Spring2015, and encourage test

Test Materials Chain of
Custody Form
• The Test Materials Chain of Custody Form is available in Appendix D of
the Spring 2015 CBT Manual and at
www.FLAssessments.com/Spring2015.
• The purpose of this form is to continuously track test materials,
including:
– their location
– the dates and times activities are handled
– the names of the persons performing various activities involving the
materials
• Schools must retain copies (electronic or hardcopy) of completed forms
for their files after materials are packaged for pickup and return the
originals in the District Assessment Coordinator (DAC) Only Box

Security Numbers
• Security numbers on test and answer books:
– Are used to account for each test and answer book.
– Consist of a nine-digit number followed by a check digit located in
the upper right corner of test and answer books.
• The packing list shows the number ranges assigned to each school, and
written documentation of the number ranges must be maintained at all
times during distribution and return of books.
• A blank Administration Record/Security Checklist is provided in
PearsonAccess and in Appendix D of the manual.
• Each test administrator should maintain a list of all secure materials
assigned to him or her, including any additional materials assigned
throughout the administration.

Before applying PreID labels to student answer documents:
• Verify that the student is still enrolled and will be tested.
• Verify the information on the PreID roster against the school’s student
information database.
• FIVE elements MUST be correct on a student PreID label:

 Student ID number
 District number
 School number
 Grade level
• Destroy labels in a secure manner if ANY of this information is incorrect.
• If any other preidentified information (e.g., date of birth) is incorrect,
use the PreID label

• If the student name, student ID number, district number,
school number, OR grade level is INCORRECT on a USED
answer document, the student must, under the supervision of the
test administrator, transfer his or her exact responses into a
replacement answer document.
• The test administrator must grid the DNS bubble on a book that
contains an incorrect label and return it with all other NOT TO BE
SCORED materials.
• The test administrator must then grid the correct student information
on the replacement document.
• If any student information is missing from a student label that has been
affixed to a test and answer book, add the information by gridding the
appropriate bubbles on the student grid sheet. Incorrect information
on a student label CANNOT be corrected in this manner.
• Do not use a preidentified document for any student other than the
student for whom it is preidentified.

Test Invalidation
• Remember that the purpose of invalidation is to identify
when the validity of test results has been compromised.
• If a situation described in the Test Invalidation Policies and
Procedures section on pages 26–27 of the manual occurs,
test administrators should discuss the situation with the
school assessment coordinator, and the situation should be
investigated immediately.
• Instructions for how to invalidate tests in PearsonAccess can
be found on pages 141–142 of the Spring 2015 CBT Manual.

Defective Materials,
DNS and UNDO Bubbles
•
If a defective test and answer book is identified before testing begins, the
student should be given a replacement document and the defective document
should be returned with all other NOT TO BE SCORED materials.
•
If a DNS bubble has been gridded by mistake, erase the DNS bubble and grid
the UNDO bubble. Package the document with TO BE SCORED materials.
•
The DNS bubble MUST be gridded if any of the following circumstances offer:
1. The test and answer book is defective and USED.
2. A student name, student ID number, district number, school
number, OR grade level is INCORRECT on a label affixed to a USED
book.
3. A student label has been placed over another student label on a USED book.

DNS and UNDO Bubbles
•
If a student discovers that a document is defective during testing, the student
must be given a replacement and must, under close supervision, transcribe the
exact responses from the defective document into the replacement when the test
session is over.
•
If the defective document has a student label, do not remove the label. Grid all
information on the student grid sheet of the replacement document. Grid the
DNS bubble on the defective USED book and return it with all other NOT
TO BE SCORED materials.
•
Under the following circumstances, it is NOT necessary to grid the DNS bubble if
the document has been packaged properly for return with all other NOT TO BE
SCORED materials:
1. The preidentified test and answer book belongs to a student who has
withdrawn before testing begins.
2. The preidentified book belongs to a student who was absent during the entire
testing window.
3. The book is defective and UNUSED.
4. The preidentified information is incorrect and the book is UNUSED.

Student Enrollment Information Box to indicate whether the
student is currently enrolled in, was previously enrolled in, or has
never been enrolled in one of the courses in the Course List Box.
