e-Government defined
 Public Service Act (103 of 1994 as amended 2007)
 electronic government means the use of ICT in the public service to improve its
internal functioning and to render services to the public;
 International Telecommunications Union (Gant, Jon P. (2008)),
 e-Government means “the use of information and communication technologies in
government to provide public services, to improve managerial effectiveness and to
promote democratic values; as well as a regulatory framework that facilitates
information intensive initiatives and fosters the knowledge society”.
 SITA Act (88 of 1998 as amended by Act 38 of 2002)
 “information technology” means all aspects of technology which are used to
manage and support the efficient gathering, processing, storing and dissemination
of information as a strategic resource;
 “information systems” means applications and systems to support the business
whilst utilising information technology as an enabler or tool;
 ‘electronic form’ (e-Form) means a form that can be electronically filled in by
means of an electronic device that is able to be interpreted by an ICT system.
 ‘electronic service’ (e-Service) means a public service that is provided by
means of an ICT System.
