U.S. Department of Transportation Federal Aviation Administration ACIP Coordination Process and Timing California, Nevada and the FAA • Meeting held on 7/2/04 at CalTrans Div of Aeronautics Office • Discussion of state’s role and FAA role in non-commercial airports. • Discussed of FAA performance goals – Based on bids, close-outs, active grants – Possibility of California State funded design only grants to assist with BOB goal • Developed a time frame for FY-06 ACIP FY-2006-2010 ACIP Timing • On 8/2/04, the ACIP cover letter and form was sent to the Division of Aeronautics Offices in California and Nevada for their review • On 8/23/04, a meeting was held at the San Francisco Airports District Office to review the ACIP process, including cover letter and form – How will states provide ACIP data to the FAA FY-2006-2010 ACIP Timing • On 9/13/04 the ACIP cover letter and form will be sent out to NPIAS airports – For airports within northern California, the ACIP cover letter will be signed by Andy Richards and Austin Wiswell – For airports within southern California, the ACIP cover letter will be signed by Anthony Garcia and Austin Wiswell – For airports within Nevada, the ACIP cover letter will be signed by Andy Richards and Trent Moyers U.S. Department of Transportation Federal Aviation Administration Federal Aviation Administration P.O. In an effort to improve the ACIP process, the Federal Aviation Administration (FAA) is working closely with California Department of Transportation, Division of Aeronautics for inputs on the airport’s ACIP. Airport sponsors are requested to send their ACIP concurrently to both the FAA WesternPacific Region Airports Division and California Department of Transportation, Division of Aeronautics. The FAA will use the ACIP to better distribute Airport Improvement Program (AIP) funds based on long range capital improvement planning, priority ratings and local need for development. All proposed projects must be compliant to National Environmental Policy Act (NEPA), depicted on a FAA approved Airport Layout Plan (ALP) and listed in the ACIP in order to be eligible for AIP funding. The Division. If available, please submit your ACIP as excel file electronically to [email protected] and [email protected]. We also request you to submit a signed Project Application for projects you identified in your Fiscal Year (FY) 2005 ACIP no later than February 25, 2005. The Standard Form 424 (SF 424) for federal grant application has been revised to include the Data Universal Number System (DUNS) number. This number is required as of 2004 for grant applications. The revised form and instructions on how to obtain the DUNS number can be accessed at the Office of Management and Budget’s web site http://www.whitehouse.gov/omb/grants/grants_forms.html. The required attachments to the SF 424 can be accessed at http://www1.faa.gov/arp/financial/aip/index.cfm?ARPnav=aip. Proper Project Sequencing The Sponsor must perform appropriate project sequencing and National Environmental Policy Act (NEPA) compliance prior to project inclusion in the ACIP. ACIP Checklist criteria must be met and associated documentation must be submitted in order to be eligible for Airport Improvement Program (AIP) funding. Any project not properly sequenced or supported will be bumped to a later year. Failure to provide certification for any proposed AIP action/work element will disqualify the project from being included in the ACIP/NPIAS. You are required to submit this Checklist, signed and completed, with your 5 Year ACIP. II. ACIP Checklist Certification Airport: Baseline Fiscal Year: FY 2006 Sponsor Signatory Authority: Date: Title: Appropriately sequence each proposed ACIP work item according to the requirements stated in the following categories: FY-2006-2010 ACIP Timing • By 11/19/04 the ACIP from airports in California and Nevada will be due to FAA and Division of Aeronautics Offices in California and Nevada for the respective airports – This timing for the ACIP data follows the timing for ACIP data in Arizona FY-2006-2010 ACIP Timing • In 12/04, a telecon will be held with the FAA and Division of Aeronautics Offices for California and Nevada to review the ACIP's that have been received to date. – It is realized that as of 12/1/04, we might not have a complete submittal of all the airports ACIP, but it was felt that a preliminary telecon was necessary to review the ACIP data that has been received. FY-2006-2010 ACIP Timing • By 2/05, a meeting will be held with the FAA and Division of Aeronautics Offices for California and Nevada to review the ACIP's that have been received – This will be the meeting to have the final ACIP review opportunity with Division of Aeronautics Offices for California and Nevada before it is sent on to the FAA Region and headquarters FY-2006-2010 ACIP Timing • By 5/1/05, the ACIP is due to the FAA Region office from the FAA San Francisco Airports District Offices and FAA southern California Standards Section office • By 6/1/05, the ACIP is due to FAA Office of Airports (headquarters office) from the FAA Regional office FY-2006-2010 ACIP Timing • By 8/1/05, a final adjustment is made for the FY 2006-2010 ACIP • On 10/1/05 the final snapshot of the FY 2006-2010 snapshot is taken by the FAA Office of Airports (headquarters) Questions/Comments??
