What is the Work Programme?
• Flagship DWP Programme to support longer term unemployed
people claiming JSA and ESA
•Delivered in Scotland by Ingeus and Working Links
• Structure designed to produce sustainable outcomes in a way never
before attempted on this scale
The Work Programme: a brief recap
Most ambitious project ever done in UK welfare to work
Five year contracts with two years of follow-up support
Market share – initially equal but will shift towards better performers after 18 months
Key changes for Ingeus & our partners
‘Black box’ approach to delivery – we designed our model (Every Day Counts) and are responsible for
ourselves & our supply chain delivering it
We need to support a wider range of clients than on previous contracts
Greater focus on sustainability for our clients and higher performance
Focus is on long-term outcomes for clients – payments mainly based on keeping clients in work, rather
than on job starts

Our approach with ex-offenders
• Clients move through delivery model according to individual needs and circumstances, not
boxed into a group by their past
• Advisors can draw on specialist support as appropriate according to need
•ACE Network includes NACRO, Apex, Phoenix Futures and other organisations alongside
our employability support and our internal health and well being services
• Close partnership working with JCP and local CJAs
Day 1 Mandation
Lessons from the first 6 months
• Many clients move area quickly on release or are difficult to contact.
•Solution is strong and clear communication between stakeholders
• Capturing and harnessing the drive for a better life in that initial period
• Partnership is key – all stakeholders communicating the same message has a massive
impact

Tony’s Story
Following his release from Polmont Young Offenders Institute, Tony was finding it difficult to get back into
paid employment. He was referred onto the Work Programme and was also receiving support from the
local branch of Action For Children who strive to prepare young offenders for a return to the workplace.
Through attending individual appointments, facilitator run workshops and interviews with the local
Employer Partnership Co-ordinators at Ingeus, Tony found his confidence improving and the increase in his
activity levels resulted in him achieving interview. Ultimately he was successful in achieving a position with
a local car valeting company, who have been impressed with Tony’s application and desire to improve his
lifestyle.
Although he is now back in employment, Tony keeps in regular contact with both Ingeus and his local
Action For Children office to receive both advice and support as he embarks on a new chapter in his
journey.
