– Will attract large contractors – Optimize economy of scale – May significantly increase speed of delivery – Creates opportunity for less risk in pricing

Cons:

– Potential bonding capacity issue for other than the largest contractors – Reduces/Eliminates Small Business prime contractor opportunity
