• 2003-2008: negotiating the CEFIC-ECTA RC agreement in line with
European land transport realities
• 23 October 2008: Signing in Manchester of RC agreement between
Cefic and ECTA
• 18 December 2008: first meeting of ECTA RC Steering Team
• 26 January 2009: ECTA Board meeting on ECTA RC implementation
(RC documents)
• 12 February 2009: ECTA Board signed Declaration of support for the
RC Global Charter
• 13 February 2009:Launch of the ECTA RC scheme
Signing ceremony of first 19 ECTA member companies to join ECTA
RC scheme. To date 21 ECTA member companies have joined and 6
more companies are joining next week.

Scheme:
fundamentals
• Responsible Care: same ethics and fundamental features = in accordance with
ICCA guidance: ECTA has signed Declaration of support for the RC Global
Charter on 12 February 2009
• ECTA members operate cross-border in EU. European approach instead of
national approach is required. (EU competition law)
• ECTA Board is the RC decision organ. The ECTA RC Steering Team comprising
ECTA experts in HSE management, advises the ECTA Board
• RC Platform : formal coordination body between Cefic and ECTA on RC
implementation, resolution of issues, exchange of information and events
• Performance Indicators: objectives are to ensure maximum participation by all
RC member companies and to collect meaningful and comparable data
• ECTA will compile individual input into European performance data for Cefic
• ECTA Staff + all ECTA RC Steering team signed strict confidentiality contracts
• ECTA yearly RC Plan is based on SQAS and on improvement plans of RC members

Initial successes
Achievements
after only 8 months of RC
• Promotion of RC to ECTA members: 37 % of members are already
committed to RC in first 8 months of the ECTA RC Scheme
• Association ECTA signed the declaration of support of RC associations to
nine key elements of RC Global Charter of ICCA
• ECTA issued guidelines to help RC members make ambitious improvement
plans under RC
• Governance: RC member companies are screened before signature of their
commitment. ALL ECTA RC MEMBERS HAVE EXTERNAL ASSESSMENT OF HSE !
• RC member companies provide access to their external assessments (SQAS
is an external assessment of HSE managed by Cefic) to ECTA
• Cefic contributed to this aspect of governance by allowing ECTA to verify
SQAS reports directly in the Cefic database
• All ECTA RC members have sent in their improvement plans for 2009
• ECTA RC Plan: ECTA organised two Expert Days: one on Risk Management
and one on keeping expertise in the sector (BBS training of drivers)
