Why is CBRN Defense Different
Post-Gulf War analysis demonstrated excessive duplication of effort among the Services in development and acquisition of NBC defense equipment, resulting in operational inefficiencies

DHS will set the standards…
NSERP is not a testing program- validation of performance to stated concept of operations/ operating environment
