2013 COMMUNITY IMPACT Applications Workshop INCOME February 5, 2013 INCOME SCOPE (p. ii-iii) Melanie Geddes, Director of Community Impact, Health Income Scope: Programs that provide low-income individuals and families with: Financial Stability Services In October 2010, UWBC began funding a prosperity initiative called the Center for Working Families (CWF), with partners Hispanic Unity of Florida and Urban League of Broward County serving as direct service providers at their respective locations. This is an evidence-based model developed and promoted by the Annie E. Casey Foundation and is operating in more than 60 communities throughout the nation. CWF offers a framework for delivering key services and financial supports using an integrated approach, all designed to foster new economic opportunities to enable the targeted population to Earn, Keep and Grow their assets. This is accomplished through family sustaining employment, income supports, manageable expenses, affordable housing, and savings and assets. For additional information, please access the Annie E. Case Foundation’s website: http://www.aecf.org/MajorInitiatives/CenterforFamilyEconomicSuccess/CentersforWorkingFamilies.aspx INCOME SCOPE (p. ii-iii cont’d) United Way of Broward County seeks applications for programs which will help individuals and families Earn, Keep and Grow their assets through programs that will support and maintain clients’ long-term and ongoing financial success and help them to take advantage of new economic opportunities. While some applicants may, we do not expect all applicants to address all three of these areas; however, there must be a connection made among successful applicants to demonstrate an integrated approach so that clients are able to benefit from programs that support their ability to Earn, Keep and Grow their assets. UWBC will assist successful applicants to make those connections. Basic Needs Services Although our primary emphasis is on programming that assists individuals and families to Earn, Keep and Grow their assets as described above, the targeted outcome of Basic Needs Services is to provide low-income individuals and families in crisis with services such as food, short-term emergency assistance for rent/housing, utilities, transportation, medical and other emergencies. NOTE: United Way of Broward County is NOT seeking currently funded homeless-related services with this application process. Once the National Alliance for Ending Homelessness presents its consultants’ report and the Broward County Board of County Commissioners adopts its County plan related to homeless services, an additional Request for Applications will be released for homeless services. STABILITY Income Outcomes: (p. 7,8,9 in application) Choose at least two outcomes from the chart below and enter on the Outcomes Chart found at Form 6. Develop at least two additional outcomes, ideally for a total of two short-term and two long-term outcomes. Additionally, develop appropriate Indicators, Activities/Outputs and Evaluation/Measurement Methodology for each. STABILITY Family Sustaining Employment •Low-income individuals/families achieve and retain family-sustaining employment through one or more of the following: Increased access to jobs paying a sustainable wage Entrepreneurship Employment supports (training, skill-building educational opportunities, career coaching) Provision of reliable transportation opportunities Access to affordable childcare Keep and Manage Assets •Low-income individuals/families keep and manage assets through one or more of the following: Financial education/coaching Life skills training Access to affordable housing Access to public benefits such as TANF, VITA and/or other private income supports Grow Assets •Low-income individuals/families increase their assets through one or more of the following: Promotion of home ownership (home ownership education/coaching; foreclosure prevention and counseling, financial education on acquiring and maintaining home mortgage) Promotion of business ownership/micro-enterprise (training and education programs focusing on entrepreneurship) Long term savings/investments (financial education/coaching on asset investment planning, promotion of savings/retirement accounts INCOME SCOPE—BASIC NEEDS OR Basic Needs Services Choose at least two of the outcomes listed below plus an additional two outcomes to support your application for Basic Needs Services targeting individuals and/or families in crisis. Outcomes Clients’ immediate nutritional needs are met. Clients’ basic and survival needs are met (be specific in addressing what these needs are). Clients retain stable housing and avoid imminent displacement through programming that provides housing payment assistance. Clients are linked to services that are consistent with their needs. Attachment "A": Audited Financial Statements of the Applicant Agency for the most recently completed fiscal year, or the previous fiscal year if the most recent one ended within 180 days of the due date of the application. Smaller agencies (those agencies with annual revenues less than $300,000) may submit unaudited compiled financial statements prepared by a CPA. Attachment B: Agency Verification Form, as provided in Appendix III, is included with original signatures in blue ink only. Attachment "C": A printout of the Public Inquiry page from Corporations Online (www.sunbiz.org) dated within twelve (12) months of the due date of this Application, stating the Applicant Agency is "active". In the alternative the Applicant Agency may submit a Certificate of Corporation from the Secretary of State, State of Florida, certified and dated by the Secretary of State within twelve (12) months of the due date of this Application. This certificate must state on its face that the Applicant Agency is "active". Please note that a copy of the Articles of Incorporation or any similar document does not meet the requirements of this section. Attachment "D": Counterterrorism Compliance is included with a notarized original signature affixed. Indicators are the visible, measurable evidence that demonstrate that the outcomes are being achieved—specific information collected to track the program’s success—usually stated as target or percentage of attainment Outcomes flow from activities and link to each other over an identified period of time and link back to program description/goals and mission.
