AQP – INITIAL THOUGHTS
This is a key policy on how competition and collaboration manifest
Commissioners have three core mechanisms
- tendering [high bidding cost, beauty parade]
- “sole” lead providers
- AQP [lower bid costs, transaction, choice]
Providers must qualify and register – aim to keep registration
process simple
At least 3 services operational from Sept 2012
2012/13 – CCG’s can select local priorities for roll out

1. Competition based on quality
2. Registration should be proportionate/respect trading history, not
too complicated
3. Honest and fair specifications are required – realistic outcomes
4. Look at current “market” examples – Transforming Community
Services, Mental Health
5. Integrated Care Organisations can provide a fresh offer
6. This is not just about activity - outcomes, recovery, prevention,
quality and risk
