EUROCONTROL

EUROCONTROL is an inter-governmental civil-military
organisation dedicated to the efficient and safe
management of airspace for both civil and military users.

Efficient co-operation between the Civil and Military
organisations is thus a critical element in the
improvement of European ATM.

At the highest institutional level, the General
Assembly is responsible for the formulation and
approval of the Organisation's general policy.
It is composed of the Ministers of Transport and the
Ministers of Defence.

EUROCONTROL Military Unit

The EUROCONTROL Military Unit (DG/MIL) was
established within the Agency to provide current
military knowledge and expertise across the full
range of EUROCONTROL Agency activities, to act
as the focal point for military issues within the
Agency and to be an interface between the Agency
and the military community on ATM/CNS matters.

What is CIMACT





CIMACT (Civil/ Military ATM/Air Defence Co-ordination Tool)
is a common European product developed by EUROCONTROL
CIMACT is a Linux application which basically transforms an
ordinary PC into an ATC HMI displaying radar tracks, flight
plans with all the common tools, filters and safety nets
CIMACT is being used in Belgium, France, Germany and The
Netherlands
CIMACT has been directly requested in Albania, Armenia,
Austria, Azerbaijan, Bulgaria, Estonia, Italy and Poland.
CIMACT has been indirectly requested for Estonia,
Kaliningrad, Latvia, Lithuania, Murmansk, Norway, Rostov,
Saint Petersburg, Turkey and Velikiye Luky

Purpose of CIMACT
CIMACT was developed to enable states to
improve their Flexible Use of Airspace within ECAC
 Its primary objective is to improve Civil / Military
coordination.
 As a consequence it is increases the level of safety
by reducing the number of infringements of
separation standards between civil and military air
traffic. This is, in fact, the over-riding priority of
EUROCONTROL
 CIMACT will improve situation awareness of the
military control units and increase the cooperation between civil and military systems
thereby increasing the safety of air navigation.


ADMAR 2000 in Germany
 Request from BMVg (Bundesministerium der
Verteidigung)
 ADMAR 2000 (Abgesetzte Darstellung von MADAP
Radardaten)
 Installed in 14 air defence and other military sites
in Germany, e.g. Airspace Management Cell (AMC),
Electronic Warfare Training Facility (EWTF)
 Installed in each CRC at 5 positions (MC, FA, IC1,
IC2 and IDO)
 Total about 65 working positions installed
 Operational since 1995

ADMAR 2000 software re-hosted to run on an offthe-shelf PC
Software is coded in C++ and runs under Linux
Displayed on off-the-shelf 23 and 28 inch liquid
crystal displays (LCDs)
CIMACT is currently displaying an air picture
comprising 1.400 air tracks at an update rate of 4,8
seconds
CIMACT on the 30 Aug 05 is now displaying military
aircraft (carrying GPS pods) from the ground
upwards at an update rate of 12 times per second

CIMACT Installations
3 systems now installed in France (at CDCs
Drachenbronn, Lyon and Cinq Mars la Pile)
 5 systems now installed in Germany (at CRC Brockzetel,
AMC Langen, APP Neuburg, FLIZ Cologne and at PCC Bann)
 A further system is installed at NC3A, The Hague for
the display of “renegade” (hijacked) aircraft whose
transponder has been switched off. The missing track
is replaced by one derived from Link 1
 A further system is installed at the NATO airbase at
APP Geilenkirchen
 The German Air Force will replace ADMAR 2000 at all
its ADRUs with CIMACT by Dec 06
 A CIMACT system will shortly be installed in Bulgaria


CIMACT is currently under consideration by the
NATO/Russia Council (NRC) Co-operative Airspace
Initiative (CAI) to fulfill the requirements for a
system for the sharing of airspace data between
the 6 ACCs of NATO nations having a common
border with Russia (Norway, Estonia, Latvia,
Lithuania, Poland and Turkey) and 4 ACCs and the
Command Centre in Moscow of the Russian
Federation
A demonstration of the capabilities of CIMACT to
meet this requirement was carried out 13-14 Sep
05 between Warsaw ACC and the Moscow
Command Centre

CIMACT’s ‘other’ uses


ATC Approach, at Neuburg, is using CIMACT to
operationally control military aircraft at two GAF
bases.
GAF are using CIMACT to “catch” low flying
military aircraft !

The system remains the property of
EUROCONTROL and will be available for
demonstration to interested States upon request
A demonstration system is also available for
temporary installation for evaluation purposes in a
State’s specific operational environment prior to
making a commitment to the purchase of the
necessary hardware
A CIMACT User Group, chaired by the
EURCONTROL Military Unit, advises on CIMACT’s
future development

CIMACT




Software can be provided, free of charge, to all
EUROCONTROL and ECAC Member States
States are responsible for purchasing and
installing the required hardware (estimated at
approximately 6.000 EUR per operator position
plus 18.000 EUR for a duplicated central server)
States are also responsible for providing the input
data and data communication lines and paying for
any software maintenance

CIMACT Functionality




Elements of the air situation display are tracks,
flight plans and environmental data
Tracks comprise a track symbol, a velocity leader,
history dots and a label
The track symbol displays the type of traffic
(unknown, OAT or GAT), flight rules (VFR or
military VFR), profiles (operational air tasks or
special mode 3A), distress codes (Emergency,
Radio Communications Failure or Hijacking)
The velocity leader shows the ground speed and
the direction of the aircraft

6 history dots are normally displayed
 250 history dots (corresponding to 20 minutes
flying time) can be displayed for a selected track
 3 different label presentations can be selected
(normal, small and large)
 Large labels display:
- in line 1: radio call-sign, RVSM status, controller
identity,
- in line 2: mode C, attitude indicator, CFL or PFL,
- in line 3: number and type of aircraft,
- in line 4: mode 3/A, ground speed,
- in line 5: DEP and DEST airport (ICAO)


CIMACT Functionality



Flight plan symbols are displayed for flights not
correlated with a track (prior to a flight entering
the AOI or in the case of a mismatch between the
flight plan and the track position)
Environmental data includes national borders,
coast lines, lower and upper ATS routes, TSAs,
danger areas, restricted areas, navaids, waypoints,
aerodromes and airbases, sector boundaries, etc.

CIMACT Functionality




Functionality includes filters for track components
(history dots, labels, etc.), track types (OAT, GAT,
air defence, etc.), altitude and speed bands, length
of velocity leader, map data (borders, coast lines,
ATS routes, etc.)
The complete flight plan can be displayed in tabular
form
Tools include the display of a Bearing and Range
(BAR) line,display of special mode 3A, the display of
the extrapolated flight plan with the ETO and PFL
at each way-point
Future functionality includes Safety Nets (APW and
MSAW), airspace management support

Conclusion



CIMACT is a very light solution improving the cooperation between civil and military units
CIMACT is enhancing the safety of air navigation
CIMACT, in conjunction with ARTAS, can also be
used as a civil radar tracking and display system
