1.1. ARD - Agricultural Research
for Development - definitions
 ARD was defined as Agricultural Research generating
knowledge to trigger Development (i.e. in countries of the
South).
 This definition also accounts for the fact that research, which
is funded through ARD programmes, but does not contribute
towards development and production in the South, may not
meet the demand of the ARD definition and the MDGs.
1.2. ERA-ARD – Research coordination
 ERA-ARD is an ERA-NET, i.e. a European
coordination instrument .
 Maximizing the EU contribution to achieving the
Millennium Development Goals.
2012: Austria, Belgium, France,
Germany, Netherlands, Switzerland and
Turkey publish a call in support of ARD:
“Improving rural livelihoods in SubSaharan Africa: Sustainable and
climate-smart intensification of
agricultural production”

1.3. Research dialogue
Cooperational projects between
FARA and BLE in Knowledge
Management:
 dialogue among actors e.g.
African scientists, policy makers,
extension workers
 in close cooperation with the
subregional research fora
ASARECA, SACD, CORAF
eRails: the African portal on Agriculture

Products of interest (for RS) ?
 Farmers provide data for household survey.
 farming practice of single farmer is known.
 geographic position of farmer is registered with a
GIS camera.
 agroecological zone is characterized by expert .
 archives with answers are provided (printouts in
folders) .
 radio programmes in local languages provide
summaries.
 local people are trained to participate.
 15 SSA countries
2. Joint research and data appraisal
Information
system:
shared data,
harmonized
algorithm, joint
road map
 Statisticians and scientists
jointly work on network
platforms on the internet
 the platforms support
experts to collect and
classify information
 GIS interfaces allow
management of distributed
data
 the database calculates
jointly developed algorithms
 data is openly accessible

3. Centre for geodata management at BLE
 BLE manages data for crisis decisions at German level
How can information contribute to
improved rural development ?
In the words of the Agricultural
Innovation System (AIS, Worldbank)…
INTEGRATION & NETWORKING & OWNERSHIP
• An innovation system is a network of
organizations and individuals bringing new products and
new processes into economic use.
• Locating agricultural research within an AIS is a
means of heightening the performance of research systems
through improved articulation with demand, more effective
institutional partnerships and better market integration.

Statistics
 joint framework (like in the Integrated Food
Security Phase Classification (IPC). Shared
definition for the levels of intervention.
 joint „warning“ to policy and scientists
(like AMIS, IPC).
 information packaged for different clients.
Outcome of CFS Monitoring Food Security:
 short messages for policy makers (e.g.
countrybreefs foodsecurity)
 capacity development for partners in
SSA

Statistics
 Funding into Agriculture for Development is
on the agenda and funding seems available.
 But: the financial crisis causes instability
in many institutions.
 Maybe this is the time to come up with a
road map for EO in support of rural
development
Extrapolation for rural development ?
EO in
cooperation
with Food
security
Statistics
 a combination of data from RS and
statistics provide a basis for extrapolation.
 data on farming practices complement
RS information.
Thank you!
