regulation on smoking prevalence is waning
• ‘Harm reduction’ so far largely unexploited

overlays FCTC, but is not fully compliant
• FDA/HHS* factors in harm reduction, but
barriers to innovation and communication
• Global acceleration and widening of scope of
bans on smoking and advertising/sponsorship
• Potential commoditisation will likely become a
major challenge for the tobacco industry
