Short history
• ICMET Laboratories Department (HV & HP) was
built within 1968-1974, extended in 1978 and 1981
as part of CIMAE (Electrotechnical Industrial
Group) based in Craiova at ELECTROPUTERE.
• Essential contribution for the implementation of
220 and 400 kV insulation classes in Romania
• Registered in 1982 at OMPI Geneva (World
Intellectual Property Organization)
• From 1990: Independent government-owned

What has the last
decade brought?
A real revolution in the conception of MV & HV equipment:
new basic materials, design concepts, standards,
functions (metering, data transmission, monitoring - SCADA),
life duration strategy
Consequence
High development expenses: about 25% used for
performance evaluation – development, type & endurance tests,
components quality certification – in the own laboratories
and/or in independent accredited laboratories
Changes in
Testing Concept
New test techniques, new measuring and testing equipment,
introducing calibration laboratories, European & worldwide
interlaboratory comparisons), all of them when the testing activity
becomes a business aimed at meeting client requirements
Assurance of long term confidence in the tested products quality
Result
- through its equidistant position to the manufacturer and to the client
- through the use of the most advanced testing/measuring techniques
Scope of Development
• Stabilization of the Romanian Electrical Engineering Industry
(this uses almost 20% of the entire Romanian labour force)
• Improvement of Romanian electrical equipment quality
• Increase of reliability in SEN (National Power System) with major
implication in East-West energy transfer
• Infrastructure assurance for the European Integration of the
Romanian Economy
• Assurance of testing services in the regulated EU fields Safety & EMC
• Growth of competition capacity on the market of testing services
at Regional and International level, representing today over 70% of
the turn-over for Labs Department

Radical modernization of the measuring systems by:

- drastic reduction of the measurement uncertainties
- creating RMSs (Reference Measuring Systems) with traceability to a recognized standard
