David P. ROYE, Jr., MD

President and Chief Executive Officer, International Healthcare Leadership

Dr. Roye is one of the world’s leading pediatric orthopaedic surgeons, and has spent decades providing care to children around the world. He is Chief of Pediatric Orthopaedic Surgery at the New York-Presbyterian Morgan Stanley Children’s Hospital, and St. Giles Professor of Pediatric Orthopaedic Surgery at the Columbia University College of Physicians and Surgeons. Dr. Roye’s volunteer work has taken him to Africa, Eastern Europe and to China. For the past twelve years, Dr. Roye has served as Chief Medical Officer of the Children of China Pediatrics Foundation, a not-for-profit organization that sends pediatric medical teams from the United States to China to provide medical education and perform surgeries on orphans to correct disfiguring birth defects and disabilities. In 2009 the American Association of Orthopaedic Surgeons honored Dr. Roye with the Humanitarian of the Year Award. Dr. Roye has recently been awarded faculty privileges at the Beijing Children’s Hospital.

Aware of the challenges facing healthcare reform in China, Dr. Roye founded International Healthcare Leadership (IHL). A non-profit organization, IHL designs and implements educational programs in health care management and policy for government officials and health care executives in China. By offering the annual course on campuses in the United States, IHL works to strengthen relationships between American and international health care leaders.

Professor Geng Xiao is Director of Columbia Global Centers (East Asia ﹒ Beijing), established by the Columbia University. He is also an Honorary Professor at the University of Hong Kong, an Independent Director of the HSBC Bank (China) and the Genesis Emerging Markets Fund. Previously Professor Xiao was the founding Director of the Brookings-Tsinghua Center for Public Policy in Beijing, a Senior Fellow at the Brookings Institution, a tenured professor of economics at the University of Hong Kong, Head of Research and Advisor to the Chairman at the Securities and Futures Commission of Hong Kong, Vice President of the Chinese Economists Society in the US, a member of the board of supervisors at the Shenzhen Development Bank, a Faculty Associate at Harvard University, and a Consultant at the World Bank. Geng obtained his BSc in Management Sciences from the University of Science and Technology of China and his MA & PhD in Economics from UCLA. Professor Xiao has done extensive empirical and policy research on the Chinese economy, especially in areas of enterprise, macroeconomics, exchange rate, finance, and institutional economics, providing provocative, timely and useful policy analysis and recommendations. Dr. Lan Xue is professor and Dean of the School of Public Policy and Management, Executive Vice President of the Development Research Academy for the 21st Century, and Director of China Institute for Science and Technology Policy at Tsinghua University. He is also an adjunct professor at Carnegie Mellon University. His teaching and research interests include public policy analysis and management, science and technology policy, higher education policy, and crisis management.

Dr. Xue has consulted for the World Bank, IDRC ， APEC and other international organizations. He was the Chair of the Task Force for APEC 1998 Economic Outlook Report from 1997 to 1998. He is on the advisory board of many government agencies in China. In April 2003, he was invited to give a lecture to the top Chinese leadership on the issue of S&T Policy. Dr. Xue currently serves as a Vice President of China Association of Public Administration, Vice President of Chinese Association of Science of Science and S&T Policy, Vice Chairman of the National Steering Committee for MPA Education. He is also a member of the Visiting Committee for Kennedy School of Government at Harvard University and on the Board of Trustees of SciDev.Net.

Trained as an engineer, Dr. Xue has a Ph.D. in Engineering and Public Policy from Carnegie Mellon University and taught at the George Washington University before returning back to China. He is a recipient of 2001 National Distinguished Young Scientist Award in China.

Lisa SAIMAN, MD, MPH

Dr. Lisa Saiman received her medical degree from Albert Einstein College of Medicine in the Bronx, New York. She performed her pediatric residency and subspecialty training in pediatric infectious diseases at Columbia University. She joined the Department of Pediatrics at Columbia University in 1989 and received her Masters of Public Health in Epidemiology from Columbia University in 1999. Dr. Saiman is currently Professor of Clinical Pediatrics in the Department of Pediatrics at Columbia University and the Hospital Epidemiologist at NewYork-Presbyterian Morgan Stanley Children’s Hospital. Dr. Saiman’s primary research and clinical interests are in cystic fibrosis (CF), healthcare-acquired infections, multidrug-resistant pathogens, and antimicrobial stewardship. She is the principal investigator of her divisions T-32 fellowship training grant in pediatric infectious diseases. She has served as a division chair for the American Society of Microbiology and serves on the Editorial Board of the journals Infection Control and Hospital Epidemiology and the Archives of Pediatric & Adolescent Medicine.

Professor Janus also holds appointments at Columbia University’s department of health policy and management and at the University of California, Berkeley.

Prof. Janus focuses her research on the design and implementation of monetary and non-monetary incentive systems in healthcare organizations in order to support decision-making of healthcare professionals in complex situations and to change their behavior. Based on theories of organizational psychology Prof. Janus implements postmodern leadership structures in order to create learning systems, thereby reducing medical errors. She has been the principal investigator of several international studies on physician motivation and professional culture in collaboration with the Hannover Medical School, the University of California at Berkeley and Stanford University, USA. Additionally, Prof. Janus has been involved in political advisory councils and managed care projects on a national and international level.

Born in Eutin (Northern Germany) in 1975, Dr. Janus earned her Master's Degree in Business Administration at the University of Hamburg and the Université Panthéon-Sorbonne Paris in 2000. She holds a PhD in Business and Social Sciences from Helmut-Schmidt University in Hamburg (2003). Dr. Janus was a 2006-07 Harkness Fellow in Health Care Policy at The Commonwealth Fund.

Li YANG, PhD

Dr. Li Yang graduated in 1999 from Huaxi Medical University with a Master of Science. In 2004, Yang graduated from Fudan University with a Ph.D. in Management. Yang also received a postdoctoral degree in 2009 from University of Vienna, Austria and was a visiting scholar at Harvard Medical School in 2011. Dr. Yang is a member of the International Health Economics Association, and the International Society of Pharmacoeconomics and Outcome Research (ISPOR) of Asia Pacific area. She serves as the Editor for the China Journal of Pharmaceutical Economics and the Chinese Practice of Pharmacist and Drug Evaluation. Her primary research interests include pharmaceutical economics, drug policy, the economic impact of chronic diseases, intervention strategies, health economics and health policy reform.

Dr. Yang presided over the “Basic Policy Research related to Drug Production,” the “Pricing Mechanism for Essential drugs and impact,” and the "Evaluation of Policy on Essential Drugs Based on the New Rural Cooperative Medical System." These research projects were funded by the National Natural Science Foundation, China’s Ministry of Health and Ministry of Education.

He holds Honorary Professorships at Imperial College London, UK, the Faculty of Health and Social Sciences, Hong Kong Polytechnic University School of Health Science, and the First Medical School of the Fu, Shanghai, China. Professor Pittet is Lead of the World Health Organization First Global Patient Safety Challenge “Clean Care is Safe Care”. He is the recipient of several national and international honours including a CBE (Commander of the British Empire) awarded by Her Majesty Queen Elisabeth II for services to the prevention of healthcare associated infection in the UK (2007), the Society for Healthcare Epidemiology of America Lectureship for his contribution to infection control and healthcare epidemiology (2008), and the European Society of Clinical Microbiology and Infectious Diseases’ Award for Excellence (2009). Professor Pittet is co-author of more than 400 publications in peer-reviewed journals and 50 chapters in textbooks; his current research interests include the epidemiology and prevention of healthcare-associated infections, methods for improving compliance with barrier precautions and hand hygiene practices, as well as innovative methods for improving the quality of patient care and patient safety. He is also involved in research on the epidemiology of infectious diseases. In this capacity, Dr. Paul Chang is responsible for furthering the development of relationships between JCI and Asia-Pacific health care organizations and works with regional Ministries of Health, other governmental agencies, NGOs, hospitals, laboratories and other health care organizations in their efforts to reduce risk and improve health outcomes. Prior to this, Dr. Chang was overseeing clinical quality, risk management, quality improvement and JCI accreditation in Changi General Hospital, an 800 bed Singaporean public hospital, and was part of the management team that led the hospital to achieve JCI accreditation in June 2005 as well as JCI Disease specific certification in 2 Cardiology programs – Acute Myocardial Infarct management and Heart Failure Management - in January 2007. Peter Muennig has also worked as a consultant for the Centers for Disease Control and Prevention and the Canadian government, on multiple international projects, and he founded the Burmese Refugee Project, an NGO in Northern Thailand. His primary area of research interest is in the evaluation of the health effects of major social policies, such as early childhood interventions, lead control, housing, and community enhancements. He has been published over 50 research papers and has authored two textbooks. 胡必杰教授 1984 年毕业于上海医科大学医学系，从 事临床微生物、肺部感染以及医院感染管理工作二 十余年。已发表学术论文 专著 8 部，参编 28 150 余篇。主编或合作主 编《医院感染学》、《下呼吸道感染实验室诊断规 范》、《医院感染预防与控制的标准操作规程》等 部。现任复旦大学呼吸病研究所 副所长、肺部感染研究室主任，复旦大学附属中山 医院感染性疾病科主任、医院感染管理科主任、临 床微生物实验室主任、呼吸科主任医师。

Professor Yuanzhi GUAN

Professor Guan earned his Master's Degree in Medical Science at Chinese Academy of Medical Sciences in 1981. He was a 1984-85 WHO fellow in immunology and pathology at Geneva University and 1986-88 DANIDA fellow in Microbiology at Copenhagen University Hospital.

Professor Guan is editor of several medical journals and co-author of 9 textbooks; his current research interests include control of nosocomial infection and bio-safety.

Michael GUSMANO, PhD

Dr. Gusmano’s research interests include politics of health care reform, comparative health systems, health and health care inequalities, and normative theories of policy analysis. His most recent book, Health Care in World Cities (Johns Hopkins University Press, 2010), documents the implications of national and local health care policies for access to care in New York, London and Paris. He holds a Ph.D. in political science from the University of Maryland at College Park and a Masters in public policy from the State University of New York at Albany. He was also post-doctoral fellow in the Robert Wood Johnson Foundation Scholars in Health Policy program at Yale University (1995-1997). Dr. Gusmano is member of the Academy of Management, the American Political Science Association (APSA), the American Public Health Association, the Gerontological Society of America, and the serves as the secretary of APSA’s Organized Section on Health Politics and Policy. He is also on the editorial boards for the Journal of Health Politics, Policy and Law and Health Economics Policy and Law.

He won the second national prize for progress in science and technology in 2007 and got the first and second prize for progress in science and technology of Zhejiang province in 2003 and 2000. Prof. Yu is Director of the Department of Infectious Diseases of Sir Run Run Shaw Hospital, College of Medicine, Zhejiang University. He is also Vice Director of the Clinical Microbial Group of Chinese Microbial and Immune Association, Vice Director of Zhejiang Microbial and Immune Association, and editor of four medical journals.

Dr. Forese graduated summa cum laude, Phi Beta Kappa from Princeton University and Alpha Omega Alpha from Columbia University College of Physicians & Surgeons. A board-certified orthopaedic surgeon, she also holds a degree in health services management from Columbia University School of Public Health. After residency training at the Presbyterian Hospital in New York City, she assumed a faculty position in the Department of Orthopaedic Surgery at Columbia University. There she practiced pediatric orthopaedic surgery and held a series of management roles; she was Vice Chair until she left to become a full time hospital executive in 2003.
