David P. ROYE, Jr., MD
President and Chief Executive Officer, International Healthcare
Leadership
Dr. Roye is one of the world’s leading pediatric orthopaedic surgeons, and
has spent decades providing care to children around the world. He is Chief
of Pediatric Orthopaedic Surgery at the Morgan Stanley Children’s Hospital
of New York-Presbyterian, and St. Giles Professor of Pediatric Orthopaedic
Surgery at the Columbia University College of Physicians and Surgeons.
Dr. Roye’s volunteer work has taken him to Africa, Eastern Europe and to
China. For the past twelve years, Dr. Roye has served as Chief Medical
Officer of the Children of China Pediatrics Foundation, a not-for-profit
organization that sends pediatric medical teams from the United States to
China to provide medical education and perform surgeries on orphans to
correct disfiguring birth defects and disabilities. In 2009 the American
Association of Orthopaedic Surgeons honored Dr. Roye with the
Humanitarian of the Year Award. Dr. Roye has recently been awarded
faculty privileges at the Beijing Children’s Hospital.
Aware of the challenges facing healthcare reform in China, Dr. Roye
founded International Healthcare Leadership (IHL). A non-profit
organization, IHL designs and implements educational programs in health
care management and policy for government officials and health care
executives in China. By offering the annual course on campuses in the
United States, IHL works to strengthen relationships between American
and international health care leaders.

Professor Geng XIAO
Director, Columbia Global Centers (East Asia﹒Beijing)
Professor Geng Xiao is Director of Columbia Global Centers (East
Asia﹒Beijing), established by the Columbia University. He is also an
Honorary Professor at the University of Hong Kong, an Independent
Director of the HSBC Bank (China) and the Genesis Emerging Markets
Fund. Previously Professor Xiao was the founding Director of the
Brookings-Tsinghua Center for Public Policy in Beijing, a Senior Fellow
at the Brookings Institution, a tenured professor of economics at the
University of Hong Kong, Head of Research and Advisor to the
Chairman at the Securities and Futures Commission of Hong Kong,
Vice President of the Chinese Economists Society in the US, a member
of the board of supervisors at the Shenzhen Development Bank, a
Faculty Associate at Harvard University, and a Consultant at the World
Bank. Geng obtained his BSc in Management Sciences from the
University of Science and Technology of China and his MA & PhD in
Economics from UCLA. Professor Xiao has done extensive empirical
and policy research on the Chinese economy, especially in areas of
enterprise, macroeconomics, exchange rate, finance, and institutional
economics, providing provocative, timely and useful policy analysis
and recommendations. He also contributes frequently to public policy
debates through media presences and conference presentations.

Lisa SAIMAN, MD, MPH

Dr. Lisa Saiman received her medical degree from Albert
Einstein College of Medicine in the Bronx, New York. She
performed her pediatric residency and subspecialty
training in pediatric infectious diseases at Columbia
University. She joined the Department of Pediatrics at
Columbia University in 1989 and received her Masters of
Public Health in Epidemiology from Columbia University in
1999. Dr. Saiman is currently Professor of Clinical Pediatrics
in the Department of Pediatrics at Columbia University and
the Hospital Epidemiologist at Morgan Stanley Children’s
Hospital of NewYork-Presbyterian. Dr. Saiman’s primary
research and clinical interests are in cystic fibrosis (CF),
healthcare-acquired infections, multidrug-resistant
pathogens, and antimicrobial stewardship. She is the
principal investigator of her divisions T-32 fellowship
training grant in pediatric infectious diseases. She has
served as a division chair for the American Society of
Microbiology and serves on the Editorial Board of the
journals Infection Control and Hospital Epidemiology and
the Archives of Pediatric & Adolescent Medicine.

Michael GUSMANO, PhD
Associate Professor of Health Policy and Management,
New York Medical College and Research Scholar, The
Hastings Center
Dr. Gusmano’s research interests include politics of
health care reform, comparative health systems, health
and health care inequalities, and normative theories of
policy analysis. His most recent book, Health Care in
World Cities (Johns Hopkins University Press, 2010),
documents the implications of national and local health
care policies for access to care in New York, London and
Paris. He holds a Ph.D. in political science from the
University of Maryland at College Park and a Masters in
public policy from the State University of New York at
Albany. He was also post-doctoral fellow in the Robert
Wood Johnson Foundation Scholars in Health Policy
program at Yale University (1995-1997). Dr. Gusmano is
member of the Academy of Management, the American
Political Science Association (APSA), the American
Public Health Association, the Gerontological Society of
America, and the serves as the secretary of APSA’s
Organized Section on Health Politics and Policy. He is
also on the editorial boards for the Journal of Health
Politics, Policy and Law and Health Economics Policy and
Law.

Katharina JANUS, PhD, MBA
Professor of Healthcare Management at Ulm University, Germany,
and the Director of the Center for Healthcare Management, a
global research network.
She also holds appointments at Columbia University’s department
of health policy and management and at the University of California,
Berkeley.
Prof. Janus focuses her research on the design and implementation
of monetary and non-monetary incentive systems in healthcare
organizations in order to support decision-making of healthcare
professionals in complex situations and to change their behavior.
Based on theories of organizational psychology Prof. Janus
implements postmodern leadership structures in order to create
learning systems, thereby reducing medical errors. She has been
the principal investigator of several international studies on
physician motivation and professional culture in collaboration with
the Hannover Medical School, the University of California at
Berkeley and Stanford University, USA. Additionally, Prof. Janus has
been involved in political advisory councils and managed care
projects on a national and international level.
Born in Eutin (Northern Germany) in 1975, Dr. Janus earned her
Master's Degree in Business Administration at the University of
Hamburg and the Université Panthéon-Sorbonne Paris in 2000. She
holds a PhD in Business and Social Sciences from Helmut-SchmidtUniversity in Hamburg (2003). Dr. Janus was a 2006-07 Harkness
Fellow in Health Care Policy at The Commonwealth Fund.

Professor Didier PITTET, MD, MS, CBE
Hospital Epidemiologist and Director of the Infection Control
Programme and WHO Collaborating Centre on Patient Safety at the
University of Geneva Hospitals; Faculty of Medicine, Geneva,
Switzerland; Professor of Medicine and Hospital Epidemiology,
University of Geneva
He holds Honorary Professorships at Imperial College London, UK, the
Faculty of Health and Social Sciences, Hong Kong Polytechnic University
School of Health Science, and the First Medical School of the Fu, Shanghai,
China. Professor Pittet is Lead of the World Health Organization First Global
Patient Safety Challenge “Clean Care is Safe Care”. He is the recipient of
several national and international honours including a CBE (Commander of
the British Empire) awarded by Her Majesty Queen Elisabeth II for services
to the prevention of healthcare-associated infection in the UK (2007), the
Society for Healthcare Epidemiology of America Lectureship for his
contribution to infection control and healthcare epidemiology (2008), and
the European Society of Clinical Microbiology and Infectious Diseases’
Award for Excellence (2009). Professor Pittet is co-author of more than 400
publications in peer-reviewed journals and 50 chapters in textbooks; his
current research interests include the epidemiology and prevention of
healthcare-associated infections, methods for improving compliance with
barrier precautions and hand hygiene practices, as well as innovative
methods for improving the quality of patient care and patient safety. He is
also involved in research on the epidemiology of infectious diseases. The
experience of his team in engaging nations and healthcare settings
worldwide in a universal commitment to patient safety is unique.

Peter MUENNIG, MD, MPH
Associate Professor, Mailman School of Public Health,
Columbia University
Peter Muennig has also worked as a consultant for the
Centers for Disease Control and Prevention and the
Canadian government, on multiple international projects,
and he founded the Burmese Refugee Project, an NGO in
Northern Thailand. His primary area of research interest is
in the evaluation of the health effects of major social
policies, such as early childhood interventions, lead
control, housing, and community enhancements. He has
been published over 50 research papers and has authored
two textbooks. His work has appeared on NPR, CNN,
MSNBC and multiple times in major print media sources,
such as the New York Times and Slate.

Laura L. FORESE, MD
Senior Vice President, Chief Medical Officer, Chief Operating Officer,

At New York Presbyterian, currently ranked #6 in US News among Best Hospitals, Dr.
Forese has responsibility for programs, operations and strategic direction for 1100
medical, surgical and psychiatric beds on two campuses.
Dr. Forese graduated summa cum laude, Phi Beta Kappa from Princeton University
and Alpha Omega Alpha from Columbia University College of Physicians & Surgeons.
A board-certified orthopaedic surgeon, she also holds a degree in health services
management from Columbia University School of Public Health.
After residency training at the Presbyterian Hospital in New York City, she assumed a
faculty position in the Department of Orthopaedic Surgery at Columbia University.
There she practiced pediatric orthopaedic surgery and held a series of management
roles; she was Vice Chair until she left to become a full time hospital executive in
2003.
Today, Dr. Forese has broad responsibility for the activities at NYP/WC that include
day to day operations as well as long range planning. Under her leadership, NYP/WC
has achieved significant improvements in efficiency, throughput, safety and patient
and employee satisfaction.
Through her membership in multiple professional organizations and societies, she is
a frequent speaker on management topics in medicine including communication
skills, risk management, quality, compliance and business integrity. She is currently
President Elect of the Chief Medical Officer Group at AAMC and is a member of the
NIH Taskforce on the Future of the Biomedical Workforce.
Dr. Forese is a Trustee of Princeton University and is active in community and
charitable organizations. She is married to Robert J. Downey, a thoracic surgeon;
they have twin daughters and a son.

Professor Guoen LIU
Professor of Economics and Executive Director for The Health
Economics and Management Institute (HEMI), Peking University
Guanghua School of Management; and Director of the PKU Center for
Health Economic Research
Prior to Peking University, Dr. Liu served as tenured associate professor at
University of North Carolina at Chapel Hill (2000 – 2006); and assistant professor
at the University of Southern California (1994 – 2000). He received his PhD in
economics from the City University of New York Graduate Center in 1991, and
post-doctoral training in health economics from Harvard University in 1994.
Dr. Liu currently serves on the State Advisory Council for Health Reform, the State
Ministry of Human Resources and Social Security, and the State Ministry of Health
Commission for Emergent Public Health. He also chairs the Expert Panel for the
Chengdu Municipal Government Health Reform Taskforce, the Chinese Society for
Pharmacoeconomics and Outcomes Research. He was the 2005-2006 President of
the Chinese Economists Society (www.China-CES.org), and the founding chair of
Asian Consortium for the International Society for Pharmacoeconomics and
Outcomes Research (www.ISPOR.org).
Dr. Liu serves as Co-Editor for the ISPOR official journal of Value in Health, Editorin-Chief for the China Journal of Pharmaceutical Economics; and on the editorial
board for Global Handbook of Health Economics, Chinese Journal of Health
Economics, and European Health Economic Review. His primary research
interests include health and development economics, health policy reform, and
pharmaceutical economics. Dr. Liu’s current research projects are funded by the
National Science Foundation, NIH, UNICEF, World Bank, and the State Council
Expert Panel on the Urban Resident BMI.

In this capacity, Dr. Paul Chang is responsible for furthering the
development of relationships between JCI and Asia-Pacific health
care organizations and works with regional Ministries of Health,
other governmental agencies, NGOs, hospitals, laboratories and
other health care organizations in their efforts to reduce risk and
improve health outcomes.
Prior to this, Dr. Chang was overseeing clinical quality, risk
management, quality improvement and JCI accreditation in
Changi General Hospital, an 800 bed Singaporean public hospital,
and was part of the management team that led the hospital to
achieve JCI accreditation in June 2005 as well as JCI Disease
specific certification in 2 Cardiology programs – Acute Myocardial
Infarct management and Heart Failure Management - in January
2007. Dr. Chang also has working experience in both the
Singapore Ministry of Health and in various Singapore hospitals.
Dr. Chang earned his medical degree and his Masters in Public
Health from the National University of Singapore. He is a
Certified Professional in Healthcare Quality and is also a trained
JCI accreditation surveyor.

Center. Professor Wang is responsible for the Masters in Public
Administration program on Health Policy and Management at Renmin
University. He has been instrumental in the development of the case
studies that will be used as the foundation of the International Healthcare
Leadership certificate course to be offered at Columbia University.
Professor Wang’s research focuses on Public Health and Health
Promotional Policy; Pharmaceutical Industrial Policy; Medical Security
Policy; Public Hospital Reform; Social Security Fund Investment and
Regulation; Employee Welfare Plan. Last year he traveled to three
countries providing lectures on “Reform of China 's Health Care System:
Issues, Challenges, and the Future.”
Prior to his position at Renmin University, Professor worked for ten years
in the Hospital of Heibei Province as an administrator, held the position of
Deputy Director General, Deputy Director of Social Security Reform
Working Commission, responsible for “National Social Security System
Pilot Testing at the Social Security Bureau of Beihai, and served in the
Ministry of Labour and Social Security, Department of Medical Security
involved in a series of legislation drafting.

王虎峰， 博士，副教授，社会保障研究所副所长，中国人民
大学医改研究中心主任，MPA公共卫生与医疗政策研究方向责
任教授。王虎峰教授参与研究的案例，已被选入哥伦比亚大学
的国际医疗领袖证书课程。王教授的研究重点有：公共卫生与
健康促进政策，药品产业政策，医疗保障制度政策，公立医院
改革，社保基金投资和监管，员工福利计划等。他于去年在三
个国家举行演讲，演讲内容为《中国的医疗体制改革：问题，
挑战和前景》。在调往人民大学工作前，王虎峰教授曾在河北
省医院内从事了十年管理工作；曾任广西北海市社保改革领导
小组办公室副主任、社会保险局副局长，负责“全国社会保障
制度综合配套试点”工作；曾在国家劳动和社会保障部医疗保
险司工作，期间参加了系列重要的法规文件起草工作。
