Case Study – MGS Implementation
Overview:
In 2013 Ontario Ministry of Government Services (MGS)
launched an effort to modernize and transform
procurement processes through the transition from a
manual process to complete end to end electronic
sourcing using the BravoSolution eTendering Platform.
Since then, multiple BPS entities including Plexxus and
HMMS have began roll-out of the eTendering Platform.
Implementation Rollout in Two Phases:

Phase 1: Ontario Branded Portal, Vendor Registration, Opportunity Posting, Reporting
Phase 2: Complete end to end eTendering including RFx creation, submission and evaluation
Benefits and Funding Model:

Simplified fee structure – BPS entities can join at no cost; Suppliers have a choice to pay for single RFx
submission or unlimited annual submissions.
Registered vendors can view all opportunities at no cost
Vendors see eliminated or vastly decreased expenses in RFx preparation expense and in response
preparation time
BPS entities increased efficiency through fully integrated system from bid submission to evaluation
Training and Support:

Combined effort between BravoSolution and Ontario to reduce vendor burden and ease transition
Custom training materials developed for both the supplier community and Ontario Users.
Onsite event support provided for first procurement events

The Ontario Tenders Portal Go Live April 1, 2014
Portal Adoption:

Ongoing Roll-out to 27 Government Ministries
Additional BPS entities continue to roll-out the system
Procurement Opportunity Available Postings:

Over 200 tender opportunities were published on the Portal
from April 1, 2014 to September 2014
•
Suppliers can also link to Alberta Purchasing Connection and
Buy and Sell Opportunities through the global opportunities
page, offering one common place for suppliers to access
procurements throughout Canada
