OPPD Load Forecast

Applies Statistically Adjusted End-use (SAE) approach with
the exception of the top 20 largest customers.
Regression models are used to estimate the relationship
between observed customer usage and the structured enduse variables.
The result is a model that has implicit end-use structure, but is
econometric in the final step.
