

operation, which includes a proactive
component to systematically examine and
document all hazards.

Began at ICAO
TC adopted the idea from ICAO and
assisted in the formation of the concept
along with Australia
Coincidently ICAO HQ’s are located in
Montreal.

Safety Policy


1.1Safety Policy
Confederation College is committed to
maintaining a safe, healthy and sustainable
working environment for our staff and
students. Everybody who works and learns,
at the Confederation College Aviation
Centre of Excellence, is responsible for
meeting this requirement.

Our commitments are to:
Achieve the highest levels of aviation safety performance.
Seek to achieve zero harm to people and minimal impact on
the environment through our operations.
Systematically manage aviation safety matters
Consult with staff and students to encourage active
participation at all levels within our organization.
To provide incentives for staff and students to work in
accordance with good safety practice and disincentives for
those working contrary to established good safety practice.
Promote a culture in which all Confederation College staff
and students share these commitments

To achieve these commitments we will develop, implement and
maintain effective aviation safety management systems and
processes that enable us to:
a) Identify, assess and manage hazards, impacts and risks from our
aviation activities as well as identify areas for improvement through
comprehensive incident reporting and investigation.
b) Meet and, where possible exceed legislative and regulatory
requirements.
c) Train and deploy competent people and allocate responsibilities
and tasks commensurate with individual skills.
d) Set, achieve and report against objectives and targets to
demonstrate continual performance improvement.
e) Maintain a culture to encourage the free and honest reporting of
aviation safety issues.
“NOT MY JOB”
This is a story about four people named Everybody,
Somebody, Anybody and Nobody. There was an
important job to be done and Everybody was sure
that Somebody would do it. Anybody could have
done it, but Nobody did it. Somebody got upset
about that, because it was Everybody’s job.
Everybody thought Anybody could do it, but Nobody
realized that Everybody wouldn’t do it. It ended up
that Everybody blamed Somebody when Nobody
did what Anybody could have.

Non-Punitive Reporting Policy
A safe learning and working environment is Confederation
College’s Aviation Center of Excellence most important
commitment.
To achieve this commitment:




a) It is vital that we have uninhibited reporting of all incidents and
occurrences that compromise the safety of our operations.
b) Confederation College’s ACE encourages all staff and students to use
the reporting system in place. Confidentiality will be preserved, at all times
within the law.
c) All students and staff are responsible to communicate safety matters,
this communication will never result in disciplinary action.

This policy cannot apply to criminal, or regulatory infractions.
It also does not preclude similar, repeat events.

All students and staff are responsible to
report, any and all hazards, incidents and
accidents through the reporting system
available, or directly to the PRS in their
functional area.
All students and staff have the authority to
prevent any unsafe act, by any reasonable
means.
Safety Objectives and Goals

Objectives- a relatively broad set of
statements usually derived from the Safety
Policy


i.e. To identify and eliminate hazardous
conditions found at and concerning the ACE
Goals- specific and measurable goals that
allow us to measure the degree of success
of our SMS.

An open non anonymous reporting system
is ideal
One where every feels open to speak of an
incident they encountered so that others
may not suffer the same incident.
